What the FY2027 request buys
Verbatim from the R-2A exhibit for project 642407 of PE 0207606F. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
FY 2027 is a continuation of FY 2026 plans to include, but are not limited to, F-35, F-22, and Virtual Airborne Threat Solution (VATS) installation, integration, and verification and validation activities. Continued support for day-to-day digital test and training range operations (vision for JSE is to optimize test reality, capacity, and fidelity by using it as a closed all-domain digital range, providing a complement to open-air testing. Additionally, the ability to iteratively experiment in the JSE environment will drive hyper-refined analysis of alternative studies and better inform future acquisition decisions), JSE organic development capability (examples include, but are not limited to: DoN - Naval Air Warfare Center Aircraft Division, AFSC Software Directorate, Air Force Materiel Command, National Air and Space Intel Center, Missile and Space Intelligence Center, Office of Naval Intelligence, 772 Test Squadron - Digital Integrated Air Defense System), and fifth generation Operational Test & Evaluation (OT&E) activities (F-22 Raptor & F-35 Lightning). Continues establishment and expansion for hardware in-the-loop testing capability (a simulation technique that uses real hardware to test and develop complex embedded systems in real time), future platform testing capability (examples include, but are not limited to E-7, F-15EX and Red Air Platforms), and early experimentation efforts (examples include, but are not limited to early Technology Readiness Level (TRL) testing of hardware and software utility/viability with JSE, such as goggles for augmented/virtual reality, testing of different image generators, etc.).
FY 2027 funding increased by 8.322 million due to increased organic support related to a ramp-up in LDTO requirements for JSE.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
FY 2026 is a continuation of FY 2025 plans to include, but are not limited to, Joint Technical Baseline (JTB), F-35, F-22, and Virtual Airborne Threat Solution (VATS) installation, integration, and verification and validation activities. Continued support for day-to-day digital test and training range operations (vision for JSE is to optimize test reality, capacity, and fidelity by using it as a closed all-domain digital range, providing a required complement to open-air testing. Additionally, the ability to iteratively experiment in the JSE environment will drive hyper-refined analyses of alternatives studies and better inform future acquisition decisions for both JSE and aircraft platforms), JSE organic development capability (examples include, but are not limited to: DoN - Naval Air Warfare Center Aircraft Division, AFSC Software Directorate, Air Force Materiel Command, National Air and Space Intel Center, Missile and Space Intelligence Center, Office of Naval Intelligence, 772 Test Squadron - Digital Integrated Air Defense System), and fifth generation Operational Test & Evaluation (OT&E) activities (F-22 Raptor & F-35 Lightning). Continues establishment and expansion for hardware in-the-loop testing capability (a simulation technique that uses real hardware to test and develop complex embedded systems in real time), future platform testing capability (examples include, but are not limited to F-15EX, E-7, and Red Air Platforms), and early experimentation efforts to assess technology solutions (examples include, but are not limited to early Technology Readiness Level (TRL) testing of hardware and software utility/viability with JSE, such as goggles for augmented/virtual reality, testing of different image generators, etc.) for system enhancement and iterative optimization of test and training system configurations to deliver increased, secure test and training capability at JSE-enabled sites while decreasing system costs and space and power demands.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 16.8 |
| FY2026 | Enacted | 14.6 |
| FY2027 | Request | 22.9 |
This activity is 7.6% of project 642407's FY2027 request and 7.6% of PE 0207606F's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
