### Project CY59A1 — CYBERCOM Activities

This program provides the foundational engineering, analytic rigor, and IT development required for U.S. Cyber Command to plan, direct, and synchronize full spectrum cyberspace operations. These investments underpin the nation’s ability to defend critical infrastructure, impose costs on adversaries in cyberspace, and ensure the Joint Force can operate with confidence in a contested digital environment.

| Activity (R-2A) | FY2025 | FY2026 | FY2027 |
|---|---|---|---|
| Headquarters Engineering and Analytic Support | 27.4 | 25.6 | 27.1 |
| HQ IT Development | 8.3 | 4.6 | 4.7 |

> R-2A activities carry the prior, current and budget year only — no five-year plan. Coverage is partial, so count them, never total them.

## Mission & acquisition strategy

This program provides the foundational engineering, analytic rigor, and IT development required for U.S. Cyber Command (USCYBERCOM) to plan, direct, and synchronize full‑spectrum cyberspace operations. These investments enable the nation to defend critical infrastructure, impose costs on adversaries in cyberspace, and ensure the Joint Force can operate with confidence in a contested digital environment.

The program employs an acquisition strategy designed to accelerate the delivery of cyber capabilities by applying innovative solutions to both existing and emerging technologies. A flexible mix of Fixed Price and Cost Plus contract vehicles enables rapid fielding of mature technologies while preserving the ability to incentivize innovation for novel or high risk development efforts. This approach ensures the program can adapt to evolving mission needs, technical complexity, and varying levels of technology readiness. Contracts are awarded under full and open competition whenever feasible to ensure best value, promote transparency, and maintain access to a broad industrial base with specialized cyber expertise.
