• Joint Warfighting Analysis Center (JCWA) PEO Transition & Governance: Finalize the transition of Systems Engineering and Integration (SE&I) authorities to the newly established JCWA Program Executive Office (PEO). Execute statutory requirements outlined in Section 1509 of the FY 2023 NDAA, shifting from process development to full lifecycle technical oversight and governance of the six JCWA pillars. • Artificial Intelligence / Machine Learning (AI/ML) & Quantum Readiness: Accelerate integration of AI enabled predictive analytics and automated threat hunting capabilities into the Joint Development Environment Prioritize research and development of quantum resistant encryption protocols across the Cyber Operations Forces to ensure secure, resilient communications that remain superior to adversary capabilities and viable against emerging quantum threats. • Hard Targets & Special Access Program Management Office (SAPMO) Operations: Provide specialized systems engineering and technical assistance to the Hard Targets Program Management Office (PMO) to integrate non traditional capabilities into the Joint Warfare Analysis Center (JWAC). Conduct technical security oversight for SAPMO to ensure interoperability and mission alignment of high end capabilities. • Advanced Sensor & Data Architecture: Deploy standardized sensor kits and common data schemas to reduce lifecycle sustainment costs by an estimated 15–20% through architecture consolidation. Support expansion of the Cyber Sensor Grid in the Indo Pacific theater to enhance situational awareness and defense of critical infrastructure. • Rapid Prototyping & Technology Transition: Mature the Offensive Cyber Operations Solution Train by conducting Analyses of Alternatives (AoA) for three emerging capability gaps identified in FY 2026. Formalize transition pathways for DARPA Constellation projects and In Q Tel innovations, moving prototypes toward Program of Record adoption within the Joint Cyber Warfighting Architecture. • Force Design & Lethality Engineering: Apply engineering rigor to update Joint Operating Concepts, translating wargaming insights into material requirements. Focus on force design optimizations that incorporate autonomous cyber effects to enhance lethality, resilience, and operational tempo.
The increase reflects projected inflationary adjustments for contracted services and specialized technical labor rates. This funding level is required to sustain the necessary volume and quality of expert support and engineering talent without reducing mission output or technical rigor. Maintaining these resources ensures continuity of critical IT development, cybersecurity integration, and enterprise support functions essential to USCYBERCOM’s operational readiness.

This effort provides specialized technical, scientific, analytical, and systems engineering expertise that enhances USCYBERCOM’s ability to conduct cyberspace activities across the full spectrum of conflict. Funding supports enterprise systems engineering, systems architecture design, requirements analysis, development and assessment of system integration strategies, technical performance analysis, mission readiness assessments, strategic planning, capability assessments and gap analysis, special program planning, and acquisition support. These activities form the engineering and analytic foundation required to design, integrate, assess, and modernize USCYBERCOM’s operational systems and mission capabilities. Over the past year, USCYBERCOM leveraged this expertise to advance cybersecurity engineering and architecture modernization, conduct mission focused technical analyses that improved system performance and resilience, support capability development and assessment activities, and strengthen system readiness and integration processes to accelerate delivery of critical cyber capabilities. Planned efforts will continue to expand enterprise systems engineering and architecture support, enhance technical analysis and performance assessment, advance capability development, testing, and integration, and provide strategic planning, capability gap analysis, and acquisition support. These activities ensure USCYBERCOM maintains the technical foundation required to rapidly develop and deploy effective defensive and offensive cyber capabilities, sustain operational readiness, and support Joint Force requirements in a contested cyberspace environment.
Funds support the following priority tasks and capabilities for USCYBERCOM Support: • Assist USCYBERCOM with the implementation of the Systems Engineering and Integration Authorities and other necessary system and process development. • Refine assessment of capability gaps in training, materiel, data sources, compute infrastructure, and operational tactics as these evolve and mature. This involves providing enhanced options to integrate prototyped mitigation technologies into operations; providing engagement options to the Cyber National Mission Force (CNMF) within the areas of Hunt Forward Operations and analysis of Malicious Cyber Actor (MCA) target systems; and ensuring CNMF operational needs are being met in the prototype development process via incorporating adjustments to the systems based on feedback from operators. • Conduct analysis to plan for the execution and the delivery of an integrated prototype of an artificial intelligence (AI) enabled system and its components; improve performance and evaluate mission-ready, artificial intelligence (AI) enabled systems based on FY 2025-funded AI efforts; expand the common cyber mission data holdings to support multi-domain missions; further enhancing and integrating novel assessment technologies to satisfy operational requirements; and develop and refine prototype sensing capabilities for non-traditional cyber environments to enhance the Cyber Mission Force’s ability to defend nations’ critical infrastructure. • Expand technical evaluations of innovations coming from DARPA Constellation, In-Q-Tel, and other programs, including guiding leading technologies from these efforts toward rapid technical transfer and integration into USCYBERCOM’s mission. • Mature the Mission Relevant Terrain-Cyber (MRT-C) mapping, to include extension to Service Cyber Components (SCC), and develop and test methods and procedures to execute Cybersecurity Risk Assessments of terrain to proactively identify and manage risks against USCYBERCOM task critical assets and associated MRT-C. • Further develop cyber wargaming concepts to include dynamic scenarios and the force design projections through modeling and simulation efforts, which will further refine strategic cyber targeting strategy.
