### Project CY85R1 — Other Robust Infrastructure

The Robust Infrastructure portfolio provides critical resources that enable U.S. Cyber Command (USCYBERCOM) to conduct Defensive Cyberspace Operations (DCO) and support the Cyber National Mission Force (CNMF) in executing global defensive missions. This includes managed unclassified infrastructure that provides virtual tenant environments for Hunt Forward Operations (HFO), enabling CNMF teams to analyze partner‑provided data, identify malicious activity, and strengthen the defense of the Department of War Information Environment (DoWIE). Robust Infrastructure also includes the Cyberspace Rapid Response Platform (CRRP), which provides the CNMF with the ability to rapidly implement new capabilities, services, tradecraft, and partnerships in response to emergent or crisis scenarios. CRRP resources are foundational to the success of Joint Task Force ZERO (JTF‑ZERO), which is responsible for accelerating access generation, advancing innovative operational methods, and disseminating actionable cyber insights across the CNMF, other USCYBERCOM components, and designated partners. The portfolio additionally supports the CENTURION effort, which develops and advances state‑of‑the‑art non‑kinetic capabilities delivered to operators with appropriate authorities to meet designated USCYBERCOM and Department of War mission requirements. These capabilities enhance the Joint Force’s ability to generate precise, scalable, and timely cyberspace effects in support of national objectives

### Project CY85P1 — JCAP

A central component of this Program Element is the Joint Common Access Platform (JCAP). JCAP consists of integrated hardware and software components that together provide a protected, managed, and orchestrated environment for conducting Title 10 OCO. The platform serves as the common firing environment that enables the CMF to coordinate and execute the delivery of cyber effects against approved targets. JCAP includes both a low‑side (unclassified) infrastructure and a high‑side (classified) infrastructure, connected through an accredited cross‑domain solution to support secure data movement and mission workflows. The platform also provides a Security Operations Center (SOC) and a wide‑area network that links geographically dispersed Joint Mission Operations Centers (JMOCs), enabling synchronized planning, execution, and monitoring of cyberspace operations.

## Mission & acquisition strategy

The U.S. Cyber Command (USCYBERCOM) conducts full‑spectrum cyberspace operations to deter or defeat strategic threats to United States interests and critical infrastructure, ensure mission assurance for the operation and defense of the Department of War Information Environment (DoWIE), and support the achievement of Joint Force objectives. The Robust Infrastructure Program Element provides the platforms, operational environments, and enabling infrastructure required to conduct both Offensive Cyberspace Operations (OCO) and Defensive Cyberspace Operations (DCO).

The acquisition approach for Cyber National Mission Force (CNMF) and Defensive Cyberspace Operations infrastructure leverages a diverse set of providers to deliver technical solutions, services, tools, and hardware/software products required for classified and unclassified test, integration, and operational support at CNMF locations.
