## What the FY2027 request buys

**FY2027 planned work.** -SABER will begin the design and development of SABER capabilities in the Combat Systems and Navigation afloat functional domains. This will include stand up of a new Boundary Defense & Situational Awareness Solution (BD&SAS) CS/NAV Mid-Tier Acquisition program, design of new two-rack solution to minimize overall footprint and simplify hardware solution, initiation of required shipboard installation packages, and publication of a consolidated fielding plan. -SABER will begin dedicated support to Missile Defense Agency (MDA) Guam to develop and prototype the first SABER shore-side system. -As part of direction to implement integrated Defensive Cyber Operations capability under the Information System Capability Development Document (IS-CDD), SABER will begin to prototype an integrated fielding pilot with SHARKCAGE to demonstrate movement of data off ship to shore DCO operations centers. The integrated fielding pilot will inform the consolidated fielding plan for additional stem-to-stern coverage. -SABER will implement ship/strike group grooms, with focus on near term deployers, to maintain and upgrade current HM&E installations. -SABER will continue research, development, testing, and evaluation necessary to support upcoming ship installs to additional platforms and pace the emerging Cyber threat. SABER will support upgraded capabilities for the 30 currently fielded systems. -SABER will continue development of automation technologies for software qualification as well as start the employment of those automation technologies to accelerate capability delivery. -SABER will continue developments to enumeration technology tools, additional shipboard controllers, and shipboard enumeration events as part of pre-deployment cyber upgrade events in support of U.S. Navy's Pinnacle 27 objectives. -SABER will continue investigation of technologies to handle increased bandwidth in support of maturing enclave requirements. -SABER will continue to mature advanced capabilities to support developing cyber threat requirements including activities related to updating the program's threat model. -SABER will continue the development employment of Artificial Intelligence and Machine Learning methods and techniques to increase system usability for fleet operators.

**FY2026 to FY2027 change.** FY2026 to FY2027 increase of $17.342M will support continued development across all afloat functional domains to pace the cyber threat, significantly ramp up development of BD&SAS capability for the Combat Systems and Navigation domains, to include the next generation rack design and required cross domain solution, accelerate collection architecture research to support the expanded domains, and advance the employment of Artificial Intelligence and Machine Learning software capabilities that will be implemented in FY2027.
