### Project JS1 — Electromagnetic Spectrum (EMS)

The Department of War (DoW) faces growing threats to its use of the Electromagnetic Spectrum (EMS) from peer and near-peer adversaries. Operations are further complicated by debilitating electromagnetic interference from friendly forces operating without coordination in the same environment. These significant challenges are compounded by the Department's reliance on manual, siloed, and non-interoperable legacy EMS systems and processes. Overlapping legacy tools and capabilities are housed in disparate environments and managed by both the Defense Information Systems Agency (DISA) (e.g., Electromagnetic Battle Management-Joint (EMBM-J) and Global Electromagnetic Spectrum Information System (GEMSIS)) and the Services (e.g. Automated Communications Engineering System (ACES) and Systems Planning, Engineering, and Evaluation Device (SPEED)). In FY 2027, the DoW is investing in EMS Information Technology (EMS IT) modernization, consolidating these spectrum tools and capabilities into a single artificial intelligence-enabled platform – Maven Smart Systems (MSS). MSS is a comprehensive, Software as a Service-based enterprise data operating system designed to integrate, manage, and analyze data from disparate sources in support of U.S. military operations. MSS serves as a central hub connecting raw data, analytics, and artificial intelligence/machine learning models to real-world military operations. The initial work in FY 2027 will focus on migrating DISA-owned capabilities, with an emphasis on EMBM-J. EMS IT modernization will replace legacy spectrum management capabilities and apply automation and artificial intelligence to enable joint force commanders to coordinate, synchronize, and integrate the use of EMS across the full range of military operations, by providing robust and integrated spectrum management, Situational Awareness (SA), Command and Control (C2), and Decision Support (DS). Further, by transforming the EMS into a truly agile, resilient, and intelligently managed domain, EMS IT Modernization will provide the critical EMS end-to-end data layer for CJADC2, enabling the rapid, secure, and uninterrupted flow of information necessary for decision advantage to achieve EMS superiority in any conflict.

These significant challenges are compounded by the Department's reliance on manual, siloed, and non-interoperable legacy EMS systems and processes.

Competition is used under existing Indefinite Delivery Indefinite Quantity (IDIQ) contracts. Task orders will be a mix of Firm Fixed Price (FFP) and Cost-Plus Fixed Fee (CPFF) as dictated by specific tasks accomplished, and/or use of Other Transaction Agreements (OTA).
