## What the FY2027 request buys

**FY2027 planned work.** FY 2027 request also invests in Joint Modular Emitter Interface Standards and System Proliferation (JMEIS) requirements. JMEIS will leverage ongoing test and training threat emulator efforts to produce a joint standard for industry to build to and for the Department to acquire in order to fill the gap in electromagnetic spectrum systems for warfighter training purposes. These standards include the integration of major emitter components, data and electronic file requirements, and range infrastructure controls. The JMEIS effort will fill the training gap created by a reliance on limited, exquisite test-fidelity emitters and extremely low-cost, low-capability emitters.

**FY2026 to FY2027 change.** The increase in FY 2027 is due to increased JMEIS requirements.

## Before the request year

**FY2026 plans — current year.** Rationalize current satellite communications (SATCOM) tools to the SATCOM Operational Management and Situational Awareness Tool and migrate to the Joint Warfighting Cloud Capability (JWCC) environment. Govern and oversee modernized modem fielding (enterprise SATCOM gateway modem, Army/Air Force anti-jam modem) and Mobile User Objective System (MUOS) terminal fielding, per the Chairman of the Joint Chiefs of Staff direction. Analyze and identify modern transmission security mitigation controls to improve DoW's next-generation commercial SATCOM utilization. Evolve SATCOM networks toward a digital intermediate frequency (IF) modem architecture. Continue SATCOM International Standards Committee analysis. Support allied and coalition interoperability efforts (North Atlantic Treaty Organization (NATO) migration plan, Joint Strike Fighter partner interoperability, information exchange agreements, command, control, and communications (C3) integration). Analyze multi-national information sharing programs and initiatives, related acquisition strategies, and functional requirements. Implement satellite communications (SATCOM) gateway optimization, resiliency, and broadband force design initiatives. Develop a hub-based high-frequency communications concept for protected high-rate communications in satellite-denied environments. Develop a resilient, secure, and adaptive tactical information technology infrastructure for contested environments. Modernize DoW's spectrum-dependent systems for all-domain maneuver and fires superiority. Modernize spectrum data, data collection, databases, storage retrieval, and aggregation. Develop artificial intelligence-enabled spectrum data analytics. Modernize electromagnetic battle management, situational awareness, and command and control (C2) integration. Provide analysis and policy guidance on DoW tactical 5G technology use. Analyze tactical processing nodes system engineering and architecture. Secure intelligence, surveillance, and reconnaissance (ISR) data and encryption over wireless platforms (including unmanned aircraft systems). Lead the narrowband communications services analysis of alternatives (AoA) working group. Analyze coalition command and control (C2) and multinational information sharing to guide Mission Partner Environment development. Analyze select joint and military service command and control (C2) programs/initiatives to promote enterprise data and services. Implement common mission network transport capability. Adopt and evolve enterprise mission services to support the Defense Message System (DMS) and joint communications architecture. Conduct follow-on analysis to implement the Global Command and Control System AoA recommendations. Analyze joint force capability needs to enable C2. Evaluate enterprise operations center architectures and information requirements to support C2 investment decisions. Analyze joint command, control, and communications (C3) requirements, capability gaps, and integrated priority lists. Develop data ontologies and National Information Exchange Model compliant network management information exchange package documents. Analyze wireless architectures and advanced technologies to inform Department-wide policies and implement mobility solutions. Oversee waveform policies and technical specifications compliance. Implement DoW commercial mobility and systems engineering analysis on DoW mobility unclassified capability (DMUC)/DoW mobility classified capability. Support DMUC derived credentials implementation. Refine Configuration Management & Device Management (CMD) certification processes, mobile application/device management guidelines, DoW mobile public key infrastructure guides, and personal user-based enforcement guidelines; update the approved CMD product matrix. Conduct implementation assessments to refine mobile application and device strategies. Continue CMD and voice encryption technical and business case analyses. Analyze tactical secure voice cryptographic interoperability specification implementation on tactical radios. Update the tactical radio and communication security modernization plan. Develop interoperable land mobile radio (LMR) standards to support public safety communications. Implement LMR policy and refine procedures to support DoW’s LMR implementation. Analyze DoW waveform development and management. Maintain DoW-approved waveform baseline and authoritative repository. Analyze waveform technologies to improve tactical data link network robustness and scalability. Develop guidance and programming recommendations to integrate trusted systems, networks, concepts, and processes into the acquisition and maintenance of DoW information systems, enclaves, and services, including tactical communication commodities purchase and integration. Review/refine Electronic Flight Bag procedures. Implement the DoW Enterprise Mass Warning and Notification system and modernize Next Generation 9-1-1. Funds mandatory (reconciliation) Joint Modular Emitter Interface Standards and System Proliferation (JMEIS) requirements.
