What the FY2027 request buys

Verbatim from the R-2A exhibit for project 674826 of PE 0305208F. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

- Will continue to develop, integrate, test and field new and updated GEOINT capabilities on DCGS resilient, distributed architecture to connect, direct, and exploit sensors, as well as transform the vast array of multi-source/multi-domain data from available ISR sensors/sources into actionable intelligence to find, fix, track and inform targeting of adversary forces and enable simultaneous kill chains - Will continue to develop, integrate, test and field new and updated sensor agnostic ingest, management, planning and emulator capabilities - Will continue to develop, integrate, test and field new and updated capabilities to GEOINT-specific High Altitude (HA), Full Motion Video (FMV), and Analysis and Exploitation Team (AET) operational (workflow, exploitation, etc.) capabilities - Will continue to develop, integrate, test and field new and updated SIGINT capabilities on DCGS resilient, distributed architecture to connect, direct, and exploit sensors, as well as transform the vast array of multi-source/multi-domain data from available ISR sensors/sources into actionable intelligence to find, fix, track and inform targeting of adversary forces and enable simultaneous kill chains. - Will continue to develop, integrate, test and field new and updated capabilities to SIGINT-specific and Analysis and Exploitation Team (AET) operational capabilities (workflow, exploitation, etc.) - Will continue to develop, integrate, test and field SIGINT Sensor Data Ingest (SSDI) National Mission Partner Gateway (NMPG) capabilities at additional sites for improved resiliency - Will continue to develop, integrate, test and field new and updated sensor agnostic ingest, management, planning and emulator capabilities - Will continue to develop, integrate, test and field mandated IC/DoD cyber security and Zero Trust capabilities/updates

FY2026 to FY2027 change

Funding increase of $4.584M due to increased development capacity for Mission Applications Imagery Agile Release Train (ART) to provide new/improved GEOINT high-altitude and full motion video exploitation capabilities; SIGINT agile release train to provide new/improved COMINT and ELINT exploitation capabilities

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Mission Applications GEOINT efforts include development and integration of sensor C2, planning, and management; mission management; GEOINT High-Altitude (HA) and Full Motion Video (FMV) processing, exploitation and workflow capabilities; and product dissemination to support DCGS analysts' global orchestration, sense-making, tailored analysis (battlespace awareness, battlespace characterization, and targetable custody) and integration and dissemination of a multitude of sensor data tasks, as well as IC/DoD cyber security and Zero Trust mandates. FY 2026 Plans - Continue to develop and integrate cyber security mandates - Continue to develop, integrate, test and field new and updated GEOINT sensor/sensor mode command and control (C2), mission planning (Enterprise Collection Planner), sensor management and operational capabilities - Continue to develop, integrate, test and field new and updated GEOINT and Full Motion Video (FMV) operational (workflow, exploitation, etc.) and management capabilities on resilient, distributed cloud environment. Will Continue GEOINT mission application commercial cloud efforts. Mission Applications SIGINT efforts include development and integration of sensor C2, planning, and management; mission management; sensor data emulator; SIGINT processing, exploitation and workflow capabilities; and product dissemination to support DCGS analysts' global orchestration, sense-making, tailored analysis (battlespace awareness, battlespace characterization, and targetable custody) and integration and of a multitude of sensor data tasks, as well as IC/DoD cyber security and Zero Trust mandates. FY 2026 Plans: - Continue to develop, integrate, test and field new and updated SIGINT sensor command and control (C2), mission planning, and sensor management operational capabilities as well as sensor emulator capabilities - Continue to develop, integrate, test, and field new and updated SIGINT-specific operational (workflow and exploitation), as well as management capabilities and data link situational awareness capabilities, on resilient, distributed cloud as well as develop and integrate new data types into the SIGINT Sensor Data Ingest (SSDI) capability. - Continue to develop and integrate cyber security mandates - Start computer vision platform for high altitude imagery object re-identification

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 62% of project 674826's FY2027 request and 62% of PE 0305208F's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
