FY2027 planned work

$26.652M funding will enable accelerating the maturation, integration, and operationalization of advanced cyber capabilities developed through the Constellation program. This includes advancing two existing TPAs to full operational maturity and onboarding two new TPAs, bringing the total active portfolio to eight. These efforts will strengthen USCYBERCOM’s ability to rapidly transition emerging technologies into the Joint Cyber Warfighting Architecture (JCWA) and deliver mission relevant capabilities to the Cyber Mission Force. New TPAs Initiated in FY 2027 FY 2027 funding will initiate two new TPAs focused on critical mission needs: • TPA 011: Data Acquisition Network for Delivery, Integration, and Exploitation (DANDIE) Enables scalable, automated data acquisition and integration to support advanced analytics, targeting, and operational planning. • TPA 012: Visual Insights for Social Trends and Analysis (VISTA) Provides AI enabled visualization and analysis of social, behavioral, and information environment trends to support operational decision making. These new TPAs expand the Constellation portfolio into emerging mission areas and ensure USCYBERCOM remains ahead of adversary technological advancements. Scaling AI Driven Capabilities Developed in FY 2026 A major focus of FY 2027 funding is the scaling and operational embedding of AI driven capabilities developed in FY 2026. This includes: • Integrating AI enabled analytics, automation, and decision support tools directly into USCYBERCOM’s operational software ecosystem. • Enhancing the speed, precision, and reliability of cyber kill chains across both Offensive Cyberspace Operations and Defensive Cyberspace Operations. • Expanding AI enabled workflows to support threat detection, access generation, mission planning, and defensive triage. These efforts ensure that AI capabilities transition from prototype to fully operational, mission embedded tools. Refinement of the Technology Transition Pipeline FY 2027 funding will further refine the Constellation transition pipeline to serve a dual purpose: 1. Rapidly deliver battlefield ready cyber tools to JCWA programs of record. 2. Onboard a new generation of DARPA programs to counter emerging and future threats. This includes strengthening governance, improving integration pathways, and enhancing the mechanisms that ensure S&T prototypes can be rapidly adapted to operational workflows. Cyber Immersion Lab Support As a federal laboratory, the CIL will continue to play a central role in capability maturation and transition. FY 2027 funding will enable the CIL to: • Develop advanced analytics to support both offensive and defensive cyber operations. • Conduct rigorous assessments and evaluations of emerging capabilities, including those developed by third parties. • Facilitate collaborative experimentation between USCYBERCOM, academia, industry, and research partners. • Provide a secure, unrestricted environment for piloting and refining next generation cyber technologies. These activities ensure that only rigorously tested, operationally validated capabilities transition into JCWA programs of record.

FY2026 to FY2027 change

The $11.798M decrease from reflects a planned reduction in JCWA Innovation activities, specifically within the Constellation, T2, and other S&T transition efforts. These adjustments align resources with the expected completion of several early-stage prototyping activities and the natural tapering of initial AI capability scaling efforts. Despite the reduction, FY 2027 funding sustains the core mission of delivering critical, operationally relevant cyber technologies to the warfighter by prioritizing the maturation of existing TPAs and onboarding a targeted set of new DARPA and S&T programs to counter emerging threats.

$38.450M funding will enable expanding USCYBERCOM’s ability to accelerate the development, maturation, and transition of advanced cyber capabilities from research environments into operational use. Investments will strengthen collaboration across government, industry, and academia while enhancing the Command’s ability to rapidly deliver next generation technologies to the Cyber Mission Force funding will support: 1. Expansion of Innovation and Technology Transition Activities FY 2026 resources will continue building an accelerated delivery pathway that moves cyber technologies from laboratory prototypes to operational capabilities. This includes: • Strengthening collaboration with operational partners, research organizations, and commercial innovators to accelerate cyber solution development. • Expanding the talent base required to design, execute, and evaluate pilot efforts, including specialized expertise in AI, analytics, and cyber operations. • Enhancing infrastructure needed to leverage commercial capabilities and integrate them into USCYBERCOM’s software ecosystem. 2. CIL Development, Testing, and Evaluation As a designated federal laboratory, the CIL will: • Develop, test, and evaluate cyber capabilities for operational use. • Conduct independent operational assessments of third party cyber tools. • Develop analytics to support defensive and offensive cyber operations. • Serve as a central hub for the Innovation Community of Interest, enabling collaborative experimentation with USCYBERCOM and its partners. These activities ensure that emerging technologies are rigorously evaluated and aligned with operational requirements before integration into JCWA programs of record. 3. Constellation Transition Pipeline and Technical Project Agreements (TPAs) FY 2026 funding will sustain and expand the Constellation program’s user directed, incremental, and iterative transition pipeline. This pipeline accelerates the creation, adoption, and delivery of advanced cyber technologies into USCYBERCOM’s software ecosystem. Under Constellation, projects are executed as Technical Project Agreements (TPAs) under an Other Transaction Agreement (OTA), enabling rapid prototyping and transition of high value capabilities. FY 2026 funding will sustain the following TPAs and initiate two new efforts (TPA 009 and TPA 010): • TPA 001: TACIT – Technology Analysis, Control, and Integration Team • TPA 002: TACMS – Target Acquisition and Continuous Monitoring System • TPA 003: CANDOR – Cyber Analytics for Network Defense Operations and Response • TPA 004: PROTON – Productive Reliable Operational Technology Origination Network • TPA 005: FLAGON – Federated Large Scale Access Generation Orchestration Nexus • TPA 006: TINDAH – Topology Informed Network Defense for Adversary Hunting • TPA 007: ACWFER – Attributable Cyber Weapons Factory, Evaluator, and Repository • TPA 008–010: RAPTOR – Risk Analysis and Planning for Threat Optimization and Response These TPAs represent a diverse portfolio of emerging capabilities that address critical operational needs across analytics, access generation, targeting, defensive operations, and cyber weapons development. 4. Acceleration of Technology Transfer (T2) and Innovation Ecosystem Growth FY 2026 funding will: • Facilitate and accelerate T2 from DARPA and other research organizations into JCWA programs of record. • Strengthen a persistent ecosystem for collaboration, innovation, and rapid capability maturation. • Encourage creative exploration and development of advanced cyber technologies, systems, and operational concepts. • Support a user directed, iterative transition pipeline that ensures emerging capabilities are aligned with operator needs and integrated into USCYBERCOM’s software ecosystem.
