$41.686M in FY 2027 funding supports program re‑scoping initiated in 2nd Quarter FY 2025 to address multiple new AORs. Funding focuses on enhancing existing MDDE capabilities to make them more AOR‑agnostic, increasing operational flexibility and maximizing return on investment. Key FY 2027 Efforts: • Deliver MDDE‑1 and MDDE‑3 into new operational platforms by 1st Quarter, expanding the operational utility of validated capabilities. • Deliver a new effects capability (MDDE‑9) to provide additional non‑kinetic options against adversary missile‑related systems. • Expand MDDE‑5 into a new AOR (MDDE‑10) to increase geographic and functional applicability. • Continue execution of the MDDE development pipeline to maintain alignment with USCYBERCOM and Department of War mission imperatives and ensure responsiveness to evolving threat conditions.
The $4.897M increase supports required enhancements to existing MDDE capabilities to align with USSOCOM priorities and covers inflationary adjustments. This funding preserves development momentum across multiple AORs and ensures continued delivery of operationally relevant non‑kinetic capabilities.

$36.789M in funding will support continued advancement of the MDDE development pipeline, maturing non‑kinetic capabilities that directly support USCYBERCOM and Department of War mission imperatives. These investments expand the applicability of MDDE tools and strategies across additional Areas of Responsibility (AORs) as directed, while delivering new operational capabilities aligned with validated opportunities and evolving threat conditions. Key FY 2026 efforts include: • Completion of full mission profile and operational testing for a maritime delivery platform (MDDE 4) to validate its ability to deliver non kinetic effects in contested maritime environments. • Completion of a capability to deny adversary use of critical components (MDDE 5), providing precise, scalable non kinetic options to degrade adversary missile related infrastructure. • Delivery of iterative improvements to a robust platform (MDDE 6) to reduce operational risk and expand geographic applicability across multiple AORs. • Completion of a field assessment in partnership with the U.S. Department of Energy (MDDE 3) to validate operational feasibility and inform integration into Joint Force planning. • Completion of a capability to frustrate deployment of adversary systems (MDDE 7), imposing operational friction and delaying adversary force projection timelines. FY 2026 funding also supports quick‑reaction capability development to meet emerging Department of War priorities and rapidly address evolving threat environments.
FY 2025 funding will facilitate continued execution of the development pipeline of capabilities, further identifying appropriate mechanisms to support USCYBERCOM and DoD goals and mission imperatives. MDDE will deliver additional non-kinetic capabilities in accordance with identified opportunities and mission goals. MDDE will expand applicability of strategy and tools to support additional AORs as needed and directed. Key efforts include continued development of a mission-ready platform in a production environment that enables full-spectrum cyber operations (MDDE4), adverse effects leveraging platforms for delivery (MDDE5 and MDDE9), a capability to deny adversary use of components (MDDE6), an indication and warning capability designed for deployment in theater (MDDE7), capabilities to frustrate use of adversary communication systems (MDDE8 and MDDE10), iterative improvements to a robust platform to reduce operational risk and improve geographic scope of use (MDDE11), a prototype capability to deny adversary freedom of movement (MDDE12), and a feasibility study to expand MDDE3 into a new AOR (MDDE13). FY 2025 will include the completion of 6 unique efforts (reference MDDE4 through MDDE10 in the schedule below). These efforts respond to vulnerability analysis-identified opportunities.
