## What the FY2027 request buys

**FY2027 planned work.** To support NI2, improve the planning, design, engineering, and implement improvements to NISS. Develop capabilities that utilize Artificial Intelligence Machine Learning (AI/ML) to support advanced risk-related analytic requirements. Expand multi-domain data management to deliver a comprehensive view of risk, including threat, vulnerability, and impact. FY2027 development will also include automation of Counterintelligence Vulnerability – Facility (CV-F), Arms, Ammunition, & Explosives (AA&E), DIB and Engagement capabilities, continuing to refactor of legacy NISS workflows into NI2, and implementation of impact level 6 (IL6) SIPR-NI2 capabilities. Expand available data sources for FRMS in support of FOCI compliance. The program will conclude with the consolidation of all applications into a single, integrated NISS platform.

**FY2026 to FY2027 change.** The reduction in funds from FY 2026 to FY 2027 reflects a planned realignment of funding from RDTE to O&M to align program resources with the updated Life-Cycle Cost Estimate and the transition of capabilities from development to sustainment.

## Before the request year

**FY2026 plans — current year.** Provide continued system development and enhancement for the NISS, NISP Contract Classification System (NCCS) 2.0, and FY 2020 NDAA Section 847 Beneficial Ownership applications. Activities will include integration of multiple data sources and enhancements to risk assessment and analytic capabilities. Support the continuous delivery of secure, automated, IT capabilities for the DCSA Industrial Security Directorate to enable effective entity vetting, risk identification, and mitigation for cleared and uncleared industry operating in the DIB. Develop and integrate new data sources for Facility Risk Management System (FRMS) in support of FOCI compliance. Provide Tier 3 help-desk resources to meet increased user demand following go-live of DFARS-driven FOCI workflows as part of the NISS Increment II (NI2) Minimum Viable Capability Release (MVCR). Finalize workflow development, system integration, go-live activities, and post-deployment help-desk support for NCCS. The NCCS workflow development includes incorporation of key capabilities such as query and reporting tools, Certificate Pertaining to Foreign Interests (SF-328) interface, and other mission-critical automation features. Complete account/case/workflow documentation management for NISS, and initiate refactoring of legacy NISS workflows into NI2.

**FY2025 accomplishments.** In support of the NISS Increment 2 plan, design, engineer, and implement improvements to NISS, field the MVP of NISS cloud modernization, and begin integration of NISS into the COS cloud environment. Develop Artificial Intelligence Machine Learning (AI/ML) enabled capabilities to support analytic requirements. Develop multi-domain data management for full risk picture (threat, vulnerability, impact). Enhance field oversight by providing an enhanced user interface for DCSA and Defense Security personnel working in support of the NISS and critical technology programs. Enhancements will provide enterprise views and links to critical supply chain data and be able to visualize how oversight, compliance, and counterintelligence reporting will affect ongoing classified program protection efforts. Planning and re-engineering architecture of new workflows for changes to the internet protocol and firewall settings for the flow of decisions from NIPR to SIPR for NISS. Manufacture data interfaces enabling interoperability between NISS and other government systems to reduce operational complexity and required additional support. Develop and pilot innovative technology to allow “continuous entity vetting” by using a mix of open and paid sources enhanced by classified intelligence to assess risks to the NISP companies and government data stored in 5,700 IT systems over which DCSA maintains security cognizance. Design, engineer, and implement the emerging NISS solution to support FY 2020 NDAA Section 847, for modernization of acquisition processes to ensure integrity of industrial base. The program's end concludes in the merger of all applications into a single NISS. Expand existing data sources to include data from the DoD Advancing Analytics (ADVANA) platform and incorporate other government data sources in the data architectures supporting national interest determinations and potential threat actor risk vectors.
