## What project 2222 buys

This Program Element supports activities and projects conducted by the Navy Modeling and Simulation (M&S) Office (NMSO). It enables technical and management initiatives that bring organization, focus, and efficiency to the development and use of M&S throughout the Navy and the Department of the Navy (DoN). NMSO provides a central organization for the formulation and implementation of policy and guidance in M&S and represents Navy interests in Department of War (DoW), Joint, and other agency initiatives. It funds efforts to define and coordinate Enterprise Navy M&S policy, execution, and guidance to evolve an interoperable and reusable core M&S capability consistent with the DoW's technical frameworks across the Future Years Defense Program (FYDP). Navy M&S priorities include interoperability and composability, effective capability use and reuse, and the incorporation of Model Based Systems Engineering (MBSE) products to help determine the networks, infrastructure, and data needed to support Enterprise Navy M&S capabilities. These leverage M&S standards, information systems, live virtual constructive environments, and collaborative design and development systems that support analysis, acquisition, training, and warfighting decision-making. NMSO's efforts are organized around three product areas: (1) Core Services: This activity provides leadership and essential planning, program and financial management, and execution of NMSO efforts as well as coordination with the other Services, the Office of Secretary of War (OSW), the Joint Staff, and other agencies. It also oversees initiatives to develop, promulgate, and track the policies and procedures necessary to support the creation of a robust and credible capability to create synthetic environments, accurately represent platforms and systems, predict outcomes, and provide inputs to Naval decision-makers and operational users. (2) Community Services: This activity provides M&S community-wide services, digital ecosystems, and technical exchanges; M&S plans and standards; and verification, validation, and accreditation (VV&A) handbooks and codes of best practice. It also develops M&S procurement guidance, digital engineering strategic goals, and supports M&S discovery and reuse capabilities across the DoN and Navy M&S communities.

### COMMUNITY EXPERIMENTS and PROTOTYPES

**FY2027 planned work.** - Continue to make improvements in the ability to model and simulate threat systems that span application areas across force level analysis, high fidelity applications, digital engineering applications, and test and evaluation and that include data from both the intelligence community and engineering derivations and extensions. - Continue Prototyping means, methods, and processes that apply artificial intelligence and/or machine learning to enhance simulation applications, simulation environments, and simulation federations. - Continue the development of M&S capabilities to efficiently examine all domain warfighting capabilities and concepts to advanced system, system of systems, and family of systems maritime warfighting capabilities. - Continue to extend enhancements in cross-system and cross-service Live, Virtual, and Constructive (LVC) simulation interoperability and interface capabilities. - Continue the improvements in the Navy's Improvement and enhancements in ability to conduct physics-based modeling in support of naval application such as: understanding fluid/structure interactions within severe conditions, the dispersion of energy, multi-body interactions, and multi-physics phenomena. - Continue M&S experiments and prototype events and the generation of validated performance metrics, models, design, system-of-system requirements and enterprise mission area capabilities, employing applicable enterprise technologies. - Continue the greater inclusion of emerging Navy M&S-supported disciplines within NMSO's experimentation and prototype activities - like contested logistics, medical, cybersecurity, and similar. - Initiate force level data structure and framework development and initial population to support and improve the quality of higher level abstractions.

**FY2027 planned work.** - Continue to develop, promulgate, and monitor the use of Navy M&S plans, templates, standards, VV&A handbooks, M&S procurement guidance, and similar. - Continue to provide M&S community-wide services and digital engineering capabilities (e.g., the Naval Integrated Modeling Environment (N-IME)) to support discoverability and model reuse. - Continue to support the collaboration of Navy M&S subject matter experts (SMEs), working groups, and technical exchanges to implement M&S guidance, standards, VV&A, education, and reuse within their communities and to increase awareness of reusable M&S products, processes, and standards. - Continue enhancing the interactions between NMSO and the MOVES program and support a broader collaboration to enable the effective definition of research topics and the application of associated results. - Continue M&S coordination and reuse through cooperative and collaborative M&S activities and working groups which identify capabilities and prioritize M&S requirements (to include artificial intelligence/machine learning, open standards, threat and blue data baselines, and interface protocols) between and across Communities. - Continue activities in M&S training, support to Navy M&S Programs, and consider government service and academic internships in Navy M&S. - Continue the planning and requirements documentation of a campaign analysis fast approximation tool. - Continue the development of core algorithms for use in the campaign analysis fast approximation tool. - Continue agile programming of the core model and algorithms of a campaign analysis fast approximation tool. - Continue to develop and document standards for data inputs and translation from other campaign tool suites. - Initiate DoN Application Database Management System (DADMS) content validation.
