What the FY2027 request buys

Verbatim from the R-2A exhibit for project EMR-01 of PE 0601122E. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

- Enable the automated generation of quantum algorithms with computational quantum advantage over classical computing paradigms. - Develop a domain-agnostic approach to enable accelerating training through logical, Socratic style, specialist AI tutors. - Develop an approach for constructing common shared knowledge bases about science with automated logical justifications/analyses for all claimed conclusions and their critical challenges. - Explore secure ad-hoc teaming with previously unseen agents. - Formulate controls to prevent insider threat behaviors by rogue AI agents.

FY2026 to FY2027 change

The FY 2027 increase reflects studies and concepts initiations including, but not limited to, basic research in quantum algorithms, unseen agents, and insider threat behaviors by rogue AI agents.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

- Begin creation of methods for AI to support peer-to-peer groups with doing argumentation reasoning, to increase asynchrony, speed, size, and quality. - Begin exploration of methods for logical AI deep reasoning to become massively parallel and distributed. - Formulate mathematical and computational theory and methods to understand, assess, and predict the arrival and consequences of artificial general intelligence. - Develop physics-based methods that establish high assurance properties for AI-based perception in autonomous systems. - Enable tasking an AI or robot using the same sort of dialogue that a commander would use to task a human. - Create neurosymbolic foundation models for sparse-data domains where physical laws constrain variability.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 20% of project EMR-01's FY2027 request and 9.9% of PE 0601122E's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
