What the FY2027 request buys
Verbatim from the R-2A exhibit for project EMR-03 of PE 0601122E. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
- Explore potential of complex optimized protocols to produce currently unattainable material properties and desired performance limits. - Refine isotope and trace element analysis capabilities and demonstrate robust and universal analysis capabilities with (sub)-ppm sensitivities. - Develop aerosol materials with high acoustic impedance to be implemented as a blast mitigation system. - Initiate the development of novel devices for terahertz memory and logic applications. - Detect and localize sources of trace chemical signals within complex and changing environments with edge computing. - Establish the foundational science for quantitative prediction of underwater extreme velocity, pressure and frequency events. - Establish chemical kinetics and thermodynamic laws governing liquid metal (alkali / alkaline earth metals) plus seawater combustion. - Explore the potential of forms of coherent excitation to generate pairs of entangled nuclear radiation to better control nuclear reaction processes. - Exploit quantum vacuum fluctuations to generate resource entanglement and decoherence to be utilized in the development of future communication technologies.
The FY 2027 increase reflects studies and concepts initiations including, but not limited to, basic research in aerosols for blast mitigation systems, trace chemical detection using edge computing and quantitative prediction models for sub-domain extreme velocity and pressure.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
- Advance methodologies for efficient data integration from isotope and trace element analysis of materials and developed multimodal isotope and trace element analysis measurement capabilities with increased robustness. - Explore acoustic properties of rapidly deployable non-solid materials for potential use in blast wave attenuation. - Begin evaluations of materials, characterization methods, and device architectures to electrically controllable altermagnetism.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2026 | Enacted | 14.0 |
| FY2027 | Request | 39.9 |
This activity is 75% of project EMR-03's FY2027 request and 10% of PE 0601122E's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
