## What project AN9 buys

This project develops algorithms that enable every communication receiver in the tactical environment to operate as a sensor while maintaining the systems' original networking capability. It matures standards and protocols to expand the Cyber-Electromagnetic Activity (CEMA) situational understanding. This project investigates resource management approaches to increase simultaneity within resource constrained environments. It extends the Army's deep sensing capability by improving simultaneous functionality, leveraging all potential sensing assets within the area of operations and supporting real time feedback of mission effectiveness. This project helps the Army pace global electromagnetic spectrum technology advancements by designing and developing critical near peer signals intelligence (SIGINT) capabilities designed for the Army's size, weight, and power (SWaP)-constrained tactical edge. This project will develop tools and methods to collect and analyze geospatial data and enable maneuver through informing constraints. Work in this project complements Program Element (PE) 0603463A (Network C3I Advanced Technology) / Project AO1 (UNT - Every Receiver is a Sensor Advanced Tech) and PE 0602146A (Network C3I Technology) / Project AN7 (COE - Every Receiver is a Sensor Technology). Work in this project is performed by the Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Center, Artificial Intelligence Integration Center (AI2C), Army Research Laboratory (ARL), and the Engineer Research and Development Center (ERDC).

### Geospatial Information Capabilities — NEW START

**FY2027 planned work.** Will investigate and develop capabilities that will enable sensor agnostic geospatial data analysis.

**FY2026 to FY2027 change.** Increase is a realignment from PE 0603463A (Network C3I Advanced Technology) / AU1 (Tactical GeoSpatial Information Capabilities ATech) to develop capabilities to enable geospatial data analytics.

### Long Stand-Off 3D — NEW START

**FY2027 planned work.** Will mature environmentally survivable advanced 3D collection methods.

**FY2026 to FY2027 change.** Increase is to mature 3D collection methods that can survive harsh environments. This effort a realignment from PE 0603463A (Network C3I Advanced Technology) / AU4 (Geospatially Enabled Operational Design Adv Tech) and a consolidation from PE 0602182A (C3I Applied Research) / Project DB4 (Enabling Long Standoff 3D Tech) to combine advanced 3D data collection and wide area mapping.

### AI-/ML Technologies for Intel Dominance — NEW START

**FY2027 planned work.** Will design and develop AI/ML models, agents, and tools to reimagine Intelligence processes and workflows to provide situational understanding; investigate AI infrastructure to support augmented analysis and threat model visualization; use AI modeling to conduct experiments for integrating in existing workflows or invent new workflows to enhance Multi-Domain Operations.

**FY2026 to FY2027 change.** This is not a new start effort. Funding realigned from Program Element (PE) 0602180A (Network C3I Technology) / Project CL2 (AI Enhanced Intel Operations Technologies) to streamline and optimize the Science and Technology (S&T) portfolio.

### Mission Critical Intelligence — NEW START

**FY2027 planned work.** Will validate and refine environmental algorithms and modeling frameworks to enhance decision-making across multiple domains. Key efforts include improving algorithms, refining model framework, and validating iterative machine learning models.

**FY2026 to FY2027 change.** Increase is to validate algorithms and modeling frameworks for decision-making. This effort was consolidated from PE 0602182A (C3I Applied Research) / Project CX3 (Intelligent Env Battlefield Awareness Apl Tech) to combine advanced terrain modeling and intel capabilities into a project.

### Multi-Domain PED for Intelligent Situational Understanding — NEW START

**FY2027 planned work.** Will develop artificial intelligence and machine learning (AI/ML) methods to exploit multi-modal data from ground and aerial platforms for object detection and scene understanding in all-source use cases; exploit in?situ environmental intelligence using Battlefield Energy for Autonomous Vehicle Expedition and Recharge (BEAVER) that fuses multi?domain geospatial and environmental sensor feeds into PED products to optimize energy consumption and resupply nodes for autonomous vehicle routing and sustainment.

### Multi-Int Modernization Combined Architecture (MIMCA)

**FY2025 accomplishments.** Will mature commercial interference mitigation concepts that operate with high power multifunction systems to increase the efficiency of Radio Frequency (RF) spectrum resources; design of multifunction scheduling interfaces to ensure compatibility with the commercial interference mitigation technology.

### Army SIGINT Modernization

**FY2026 to FY2027 change.** Funding decrease reflects realignment to Multi-Domain Signal Collection & Processing Tech within this project to continue the advancement of RF signal analysis and processing techniques.

**FY2026 plans — current year.** Will conduct experiments with novel RF processing techniques to intelligently group signals spatially in a complex environment; mature techniques to correctly identify signals in a low signal to noise ratio environment; validate concepts for optimal signal processing hardware implementations.

**FY2025 accomplishments.** Will design detection, classification, direction finding, and multi-channel adaptive beamforming techniques for peer/near-peer adversary military RF signals; conduct experiments to validate technique performance metrics to quantify algorithm robustness against various RF environments and scenarios.

### Army SIGINT Modernization (ASM-SIGINT Modernization AI/ML RF Detection and Analysis Tech)

**FY2026 to FY2027 change.** Funding decrease reflects realignment to Multi-Domain Signal Collection & Processing Tech within this project to continue the advancement of RF machine learning.

**FY2026 plans — current year.** Will investigate and design data generation and labeling tools to produce diverse training data, including directionality and different electromagnetic environments; develop RFML approaches to detect, characterize and catalogue previously unobserved signals of interest in real time in contested radio frequency environments.

### AI/ML Based ATR (ABA) for Array Geometries

**FY2026 to FY2027 change.** Funding decrease reflects realignment to Multi-Domain Signal Collection & Processing Tech within this project to continue the advancement of signal processing approaches for radars.

**FY2026 plans — current year.** Will develop radar techniques and processing for automated, intelligent moving target indication; conduct experiments to validate technique performance against benchmarks in a laboratory environment.
