What project 0000 buys

U.S. Sailors are the Navy's main weapons system. Their skill, resilience and courage remain our greatest asymmetric advantage. This Program Element (PE) supports research that advances decision aides, autonomy, human-machine teaming, augmented performance, command and control and protective equipment to ensure Sailors outthink, outperform and outfight adversaries in a complex, maritime environment. This PE also supports developments in biotechnologies, biomanufacturing, and advanced materials technologies to provide new options to enhance performance of Sailors and their platforms. This PE also supports the Office of Naval Research (ONR) Global mission to serve as the preeminent external facilitator for the Naval Research Enterprise. This is accomplished by establishing quality, relevant connections amongst the international research and development community, Naval fleet/forces, DOW, other U.S. Government agencies, industry, and international partners.
