What the FY2027 request buys

Verbatim from the R-2A exhibit for project MT2 of PE 0602384BP. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

- Discover and assess novel, broad-spectrum technologies to combat both known and unknown viral threats. - Conduct preliminary proof-of-concept effectiveness studies using proven pharmaceutical technologies that target multiple viral pathogens and/or clinical manifestations. - Explore and identify drug delivery systems that target specific tissues and improve the delivery of therapeutic candidates. - Create a therapeutic response matrix, a decision-making tool to guide the selection of the optimal treatment approach for both known and emerging threats. - Begin developing nanotechnologies for the non-specific removal of pathogens from a host organism. - Continue advancing the Biologics on Demand platform, enabling the on-site production of biologic therapies.

Before the request year

FY2025–FY2026: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

- Continue to evaluate new targets for development of broad-spectrum treatments. - Continue evaluation of broad spectrum platform therapeutic drug technologies. - Continue development and evaluation of novel broad-spectrum drug delivery capabilities and systems.

FY2025 accomplishments

- Initiated studies to identify host biological pathways that can be therapeutically targeted to reduce symptoms such as respiratory distress, cognitive impairment, and vascular dysfunction, supporting development of broad-spectrum, pathogen-independent treatments. - Initiated studies to discover therapeutics that minimize immune system damage as a result of pathogen infections. - Initiated development of efficacy and safety platforms for human-directed therapies to examine unintended consequences and allow for a reliable risk/benefit analysis. - Initiated development of novel therapeutic delivery systems to target infected tissues. - Continued development of AI-powered adaptive learning frameworks for creating broad-spectrum therapeutic solutions.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 64% of project MT2's FY2027 request and 10% of PE 0602384BP's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
