What the FY2027 request buys

Verbatim from the R-2A exhibit for project 1502 of PE 0602750N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

- Continue development and implementation of novel hardware, algorithms and high-speed processing to enable detection of advanced maritime threats in both manmade and natural clutter at stand-off ranges. - Continue development and implementation of new electro-optic and infrared sensing capabilities including digital readouts for improved passive sensing of difficult threats in cluttered backgrounds. - Continue development of advanced sensor processing that improves Intelligence, Surveillance, Reconnaissance and Targeting of hard targets. - Continue development of advanced sensor array management algorithms to improve raid annihilation of advanced threats. - Complete development of multi-platform surveillance techniques and algorithms. - Initiate development of novel, active, electro-optic, short-range sensor for detecting and tracking of swarming UAS.

FY2026 to FY2027 change

The funding decrease from FY 2026 to FY 2027 is due to reduced investments in multi-platform surveillance technologies.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Continue: - Developing and implementing novel hardware, algorithms and high-speed processing to enable detection of advanced maritime threats in both manmade and natural clutter at stand-off ranges. - Developing and implementing new electro-optic and infrared sensing capabilities including digital readouts for improved passive sensing of difficult threats in cluttered backgrounds. - Developing advanced sensor processing that improve Intelligence, Surveillance, Reconnaissance and Targeting of hard targets. - Development of multi-platform surveillance techniques and algorithms. Complete: - Developing polarimetric techniques for improving clutter and identification in maritime radars. Initiate: - Development of advanced sensor array management algorithms to improve raid annihilation of advanced threats.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 13% of project 1502's FY2027 request and 3.5% of PE 0602750N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
