What the FY2027 request buys

Verbatim from the R-2A exhibit for project 1508 of PE 0602750N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Continue the Full Spectrum Undersea Warfare INP by working the following tasks: - Continue 3rd generation Unmanned Undersea Vehicle (UUV) virtual and in water testing - Demonstrate UUV & Unmanned Aerial Vehicle (UAV) autonomy, including UUV digital simulation - Conduct Undersea munitions effects characterization phase 2 - Finish Phase 1 of Undersea munitions effects characterization - Build of GEN 2 Revolver - Testing of GEN 1 Revolver with UAV and decoy devices

FY2026 to FY2027 change

The decrease in funding from FY 2026 to FY 2027 is due to the planned decrease in Applied Research activities and the completion of some applied research efforts which transition to Advanced Technology Development in PE 0603673N Future Naval Capabilities Advanced Tech Dev Project 2966.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Continue: - Advanced Technology Development associated with the Multi-Vehicle Torpedo Tube Deployment System (MVTTDS) prototype for Virginia Class submarines, which includes Revolver and Reloader including at sea (on a submarine) Revolver prototype testing and model validation - Spiral development build of GEN 2 Revolver, incorporating capability improvements for objective payloads Complete: - Design of GEN 2 Reloader design - Advanced development of components and system for at sea operations, including resiliency and reliability of 3 inch Submarine Launched UAV hardware and software for select missions. Initiate: - Build of GEN 2 Revolver - Testing of GEN 1 Revolver with UAV and decoy devices

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 45% of project 1508's FY2027 request and 9.7% of PE 0602750N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
