What the FY2027 request buys
Verbatim from the R-2A exhibit for project 1510 of PE 0602750N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
- Initiate research in the area of increased range and lethality for small form factor weapon systems in support of EABO. (Expeditionary Maneuver Warfare (EMW) and Combating Terrorism) - Initiate research to improve warfighter effectiveness in command, control, computers and communication, intelligence, surveillance and reconnaissance in the area of electromagnetic spectrum analysis and signature management. (Expeditionary Maneuver Warfare (EMW) and Combating Terrorism) - Initiate the development of acoustic and non-acoustic sensors and transduction systems as a means to provide next-generation sensing technologies to provide undersea monitoring and tracking in the littorals by expeditionary forces. (Expeditionary Maneuver Warfare (EMW) and Combating Terrorism) (UNSEEN) - Initiate research to develop flexible, intermediate force capability to defend against small unmanned aerial vehicle (UAV) swarm attacks as well as civilian vehicles in congested urban environments for protection of relatively small, dispersed advanced expeditionary bases in the littorals operating within the operational engagement envelop of a potential adversary. - Initiate research to develop generalized technique for synchronizing compact, mobile amplifier-HPM nodes to form a scalable, distributed HPM (DHPM) source network that will determine, in real time, optimal coupling spectrum of the target(s) for increased target susceptibility and lethality. - Initiate research effort to provide a counter-swarm solution using a swarm of networked low-cost kinetic interceptors. - Initiate subsystems research for a fused, multimodal, in-stride detection and neutralization program to rapidly detect and reduce explosive hazards. (In-stride Detect, Avoid, and Neutralize) - Initiate heterogeneous sensors to expedite port damage and repair assessments from unmanned systems. (Port Damage Assessment Technologies)
The increase in funding from FY 2026 to FY 2027 is due to the realignment and consolidation of all expeditionary funding requirements within PE 0602750N from planned program in Projects 1502 C5ISR/Naval Space, 1503 Directed Energy & Kinetic Systems and 1508 Undersea Systems into the new Project 1510 Expeditionary Campaign. Planned programs have been updated to align to current expeditionary priorities.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 0.0 |
| FY2026 | Enacted | 0.0 |
| FY2027 | Request | 12.4 |
This activity is 67% of project 1510's FY2027 request and 4.0% of PE 0602750N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
