What the FY2027 request buys

Verbatim from the R-2A exhibit for project 790 of PE 0602785A. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Will conduct research to develop proof-of-concept training and development methods for leadership, teams, and multiteam systems; identify methods for increasing training throughput and effectiveness; initiate development of assessments and interventions to enhance command and control (C2) decision advantage in the future operating environment; develop diagnostic team assessments; compose Soldier attribute composition frameworks; identify critical knowledge, skills, abilities, and other characteristics for the current and future operating environment; develop artificial intelligence (AI) tools to support talent management initiatives.

FY2026 to FY2027 change

FY 2027 funding decrease due to development and validation of fewer training methods for leadership and developmental interventions for enhanced command and control.

Before the request year

FY2025–FY2026: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

Will evaluate in-service assessments to improve enlisted personnel assignment; will conduct research to identify leader attributes needed for 2040; will continue to develop predictive models of career trajectories and retention; will develop methods for automatically generating items for assessments of multiple talent attributes; will progress leader competency assessments; will assess composition frameworks for team-based personnel assignment; will develop unobtrusive measures for small unit performance.

FY2025 accomplishments

Will develop proof-of-concept in-service assessments to improve enlisted personnel assignment; will develop predictive models of career trajectories and retention; will design innovative methods to generate job analysis content; will develop leader competency assessments for junior officers and senior NCOs; will analyze composition frameworks for team-based personnel assignment; will develop measures for small unit performance.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 100% of project 790's FY2027 request and 100% of PE 0602785A's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
