What the FY2027 request buys

Verbatim from the R-2A exhibit for project 625319 of PE 0602788F. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

- Continue development of algorithms and a physics and topologically-based model to detect critical nodes within an intra-connected and inter-connected electrical power grid and communications network to enhance the resilience of critical power grid infrastructures to ensure continued military operations. Activities include developing algorithms that rapidly identify critical nodes within a large electrical infrastructure, test on a model representative of a large nation-wide infrastructure. - Continue applied research for software assurance, vulnerability discovery, and analysis of source and executable code to provide advanced software vulnerability detection capabilities, for source code and compiled binary code. Activities include continuing the development an experimentation of an environment to facilitate software vulnerability discovery and analysis and collaboration with established partners.

FY2026 to FY2027 change

FY 2027 funding decreased compared to FY 2026 by $16.882 million due to re-prioritization to meet the nation's future security needs and completion of research and development of secure, multi-platform capabilities to support joint missions across multi-domain environments, the feasibility and design of a digital modeling & simulation information environment, investigating novel technologies that can retrieve publicly available information from internet sources confidentially, investigating mission relevant terrain in cyberspace, to identify gaps and develop proposed opportunities for automated or autonomous cyber operations.

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

- Continue development of algorithms and a physics and topologically-based model to detect critical nodes within an intra-connected and inter-connected electrical power grid and communications network to enhance the resilience of critical power grid infrastructures to ensure continued military operations. Activities include developing algorithms that rapidly identify critical nodes within a large electrical infrastructure, test on a model representative of a large nation-wide infrastructure. - Continue applied research for software assurance, vulnerability discovery, and analysis of source and executable code to provide advanced software vulnerability detection capabilities, for source code and compiled binary code. Activities include development an experimentation of an environment to facilitate software vulnerability discovery and analysis and collaboration with established partners. - Complete the research for the feasibility and design of a digital modeling & simulation (M&S) information environment (IE) to enable rapid information operations (IO) technologies and training to provide a low cost, highly accessible digital Integrated Weapons Training Relevant Exercises (IWTRE) for rapid development of Information Warfare/Information Operations (IW/IO) technology and Tactics, Techniques, Procedures (TTPs), and improved readiness of operators . - Complete the research to investigate novel technologies that can retrieve publicly available information from internet sources confidentially to provide scalable, resilient, and confidential query execution over public cloud databases. - Complete the research to investigate mission relevant terrain in cyberspace, identify gaps and develop proposed opportunities for automated or autonomous cyber operations to determine the optimal and most effective employment of cyber capabilities for pulsed air operations. - Commence and complete research and development of secure, multi-platform capabilities to support joint missions across multi-domain environments through development of a high assurance containerization of multiple applications to provide security for containerized applications & orchestration framework that will enable mission specific, multi-platform capabilities to support joint missions across multi-domain environments. Activities include development and integration of security auditing tool to verify implementation correctness of cross-container and cross-pod security controls.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 100% of project 625319's FY2027 request and 17% of PE 0602788F's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
