What the FY2027 request buys

Verbatim from the R-2A exhibit for project 356 of PE 0603000D8Z. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

- Complete and deliver CL-20 Military Specifications to developers and manufacturers that meets broader Department of War requirements and defines the necessary parameters to produce high quality, low sensitivity CL-20 feedstocks for reproducible explosive and propellant formulations at production scales. - Deliver two CL-20-based explosive formulations and begin qualification testing for incorporation into munitions. - Mature and develop CL-20 formulations into Industry-Government collaborative pilot scale up efforts.

FY2026 to FY2027 change

The increase of $2.000 million between FY 2026 and FY 2027 reflects the Department’s continued emphasis on developing and fielding CL-20 as a primary ingredient in explosives and propellants.

Before the request year

FY2026: the year under way

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

- Provide weapon designers the most capable, safe, and reliable CL-20 material as a critical component and the technical data and material models to support its incorporation into systems. Conduct the chemistry and materials science of CL-20, which requires a planned effort to fully determine basic physical properties and to mature propellant and explosive formulations using CL-20. - Develop U.S. Military Specifications for CL-20 that meets broader Department of War requirements and defines the necessary parameters to produce high quality, low sensitivity CL-20 feedstocks for reproducible explosive and propellant formulations at production scales. - Mature CL-20-based formulations for qualification in preparation for their incorporation into munitions. Conduct assessments of the most promising formulations to inform focused efforts and scale up for development.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 26% of project 356's FY2027 request and 22% of PE 0603000D8Z's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
