What the FY2027 request buys
Verbatim from the R-2A exhibit for project 457 of PE 0603055D8Z. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
In FY 2027, OE&PP advances power projection and delivers wireless power delivery, Counter Uncrewed Aerial Systems, and unconstrained space dominance into the hands of the warfighter by: 1. Advancing Power Delivery: Demonstrating wireless power delivery to swarms, high-altitude balloons, and novel Uncrewed Aerial Systems (UAS) in a relevant operational environment. 2. Counter Uncrewed Aerial Systems (C-UAS): Engaging operationally relevant targets from fielded systems. 3. Unconstrained Space Dominance: Conducting on-orbit demonstrations of energy generation, storage, and robotic logistics/station-keeping.
The $0.486M decrease is undertaken in direct support of the President’s executive order, which prioritizes cost efficiency, transparency, and the consolidation of services. This measure represents a deliberate workforce optimization strategy designed to streamline resources while safeguarding against adverse impacts to modernization initiatives and overall mission effectiveness.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
In FY 2026, OE&PP continues 40 active projects, 9 being new starts, and will close 12 projects. The 12 closing projects advanced the TRL levels of critical Space and Power Beaming components. Technologies being advanced in FY 2026 include: 1. Revolutionizing Power Delivery: Integrating power beaming technologies into fielded air, ground, sea, and space platforms to efficiently deliver energy across the battlespace, enabling on-demand power for a more agile and resilient force. Additionally, power beaming provides dual use technologies through continued integration with Directed Energy (DE) systems. 2. Counter Uncrewed Aerial Systems (C-UAS): Advancing defensive capabilities by integrating High Power Microwave (HPM) and Laser systems onto existing operational platforms. This initiative focused on upgrading and modifying existing hardware to serve as effective mobile C-UAS solutions. 3. Unconstrained Space Dominance: Developing high efficiency solar cells and batteries for increased space energy generation and storage, leveraging robotics for refueling and in-space logistics, advancing maneuver without regret and P&E budgeting, and enabling domestic supply chains for critical materials.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2026 | Enacted | 46.0 |
| FY2027 | Request | 45.5 |
This activity is 100% of project 457's FY2027 request and 28% of PE 0603055D8Z's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
