FY2027 planned work

In FY 2027, OED continues operational energy integration by scaling global reach, institutionalizing decision tools, and strengthening survivability across strategic theaters: 1. Scaling Enterprise-Wide Energy Visibility (EWEV): Expanding OE data integration across JADC2 workflows, enabling a unified operational energy picture for Joint, Combined, and Coalition commanders operating in homeland and Indo-Pacific theaters. 2. Operationalizing Power ISR: Advancing OE and ISR data fusion to support campaign-level maneuver, targeting, and sustainment across all domains. 3. Energy-Informed Wargaming and Training: Embedding predictive energy analytics into Joint training, wargaming, and OPLAN development to institutionalize OE across readiness and strategic planning cycles. 4. Global Electrical Resilience: Scaling grid-hardening and distributed energy solutions—including post-quantum encrypted data transfer layers—to ensure survivable, secure power across advanced basing, homeland infrastructure, and global operations.

FY2026 to FY2027 change

The $0.175M decrease is undertaken in direct support of Executive Order 14222: "Implementing the President's ‘Department of Government Efficiency’ Cost Efficiency Initiative" which prioritizes cost efficiency, transparency, and the consolidation of services. This measure represents a deliberate workforce optimization strategy designed to streamline resources while safeguarding against adverse impacts to modernization initiatives and overall mission effectiveness.

In FY 2026, the OED portfolio continues development of 14 ongoing efforts and initiates 5 new start projects—each designed to scale energy sensing, secure data integration, and decision support across Joint and Service workflows, enabling warfighter-informed planning and resilient energy operations across multiple CCMDs. 1. Integrating Energy Data Across the Force: Delivering a fully integrated energy ecosystem with sensing, metering, real-time analytics, and cyber-secure data exchange at every echelon 2. Predictive Energy Management: Advancing modeling and simulation tools for standardizing OE data, enhancing decision support, and forecasting consumption and resupply for extended-range operations and campaign-level planning across multiple theaters 3. Enterprise Energy Visibility: Scaling digitization of legacy systems and tactical microgrids to ensure complete energy asset visibility across Services, mission partners, and advanced basing nodes in contested Indo-Pacific and homeland environments 4. Resilient Infrastructure and Protection: Hardening electrical systems in forward operating locations and critical homeland infrastructure—including island and atoll environments—using post-quantum encryption to secure energy data and control systems against advanced cyber threat
