What the FY2027 request buys
Verbatim from the R-2A exhibit for project 066 of PE 0603183D8Z. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
Continuing activities from FY 2026, the expansion of workforce development actions and activities will include furthering graduate and undergraduate research internships, reaching additional universities and service academies, and their students who are not yet fully immersed in hypersonic research and courses. JHTO is also creating and executing a joint Strategic Plan for Workforce Development with other DoW partners. In addition, we will increase the number of national lab internship partners as well as the number of intern opportunities funded per location. This will include expansion to states not yet involved in DoW hypersonics and expanding relationships with our international partners. JHTO will expand the university student Design Challenge, a 3-tier hypersonic design challenge connecting student teams with direct access to hypersonic vehicle testing and data evaluation at industries and national labs. We also will increase training opportunities by creating hypersonic on-line courses for the hypersonic community and increase the number and reach of training and veteran events to extend impact and accessibility to the workforce. Hypersonic specific STEM activities will be supported.
The increase of $13.000 million between FY 2026 and FY 2027 provides more student internship opportunities and implements larger, scalable workforce development programs for hypersonics Science & Technology and the design and integration of complex systems.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
Continue activities from FY 2025. Expansion of workforce development actions and hands-on activities will include furthering graduate and undergraduate internships, reaching additional universities/service academies and their students, who are not yet fully immersed in hypersonic research and courses. In addition, increase the number of national labs internship partners as well as number of intern opportunities funded per location. This will include expansion to states not yet involved in DoW hypersonics. Increase the number and reach of training and veteran events to extend impact and accessibility to the workforce.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2026 | Enacted | 2.9 |
| FY2027 | Request | 15.9 |
This activity is 3.7% of project 066's FY2027 request and 3.7% of PE 0603183D8Z's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
