What project 3405 buys
The major work of the Meteorology and Oceanography (METOC) Data Collection, Dissemination and Decision Support Project is to provide warfighters with an information advantage in both permissive and data-denied conditions through the sensing, monitoring, management and dissemination of critical physical battlespace environmental data, from the sea floor to the ionosphere. Efforts falling within the Meteorology and Oceanography (METOC) Data Collection, Dissemination and Decision Support Project provide future capabilities to sense and monitor the battlespace environment for near-time situational awareness, assimilation into high resolution numerical weather and ocean prediction models, and the current environment for use in battle management and decision support applications to optimize fleet operations. Under this project METOC data is optimized, formatted and compressed for dissemination to naval and DoW warfighters. The development and integration of acoustic, electromagnetic and electro-optic transmission/attenuation models and algorithms within these decision aids allow warfighters to assess and optimize weapon, sensor and communications system's performance. The efforts within this project, combined with those of the METOC Data Assimilation and Modeling (Project 2342), serve to provide full-spectrum battlespace environment characterization and prediction to protect naval forces and infrastructure and optimize naval operations and planning.

Project 3405 funding, FY2025–FY2031
Prior years are actuals, the budget year is the request, and the outyears are the FYDP plan. Estimate types are colored and never summed into one figure. Projects carry the full five-year plan; the activities inside them stop at the budget year.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 1.2 |
| FY2026 | Enacted | 11.7 |
| FY2027 | Request | 11.5 |
| FY2028 | Outyear | 11.8 |
| FY2029 | Outyear | 12.0 |
| FY2030 | Outyear | 12.1 |
| FY2031 | Outyear | 12.3 |
3 accomplishments / planned programs
The R-2A exhibit — the only level of the budget that describes work that has not happened yet. Activities carry the prior, current and budget year only, no five-year plan. Coverage is partial across the corpus, so count activities, never total them.
FY2027 planned work -Continue to mature the Navy Coupled Ocean Data Assimilation-Forward (NCODAf) ocean observation collection and assimilation system. Specific efforts include adding the ability to ingest multiple observation types. Objective is an enhanced ocean tactical acoustic environmental awareness for assets with limited communications. -Continue development, validation and operationalization of advanced software components that enable Navy numerical weather and ocean prediction models to ingest and quality control observations from recently available satellites, including commercial and partner nation instruments. Specific efforts include adapting to sensors on several US and ESA satellites launching…

Named performers on project 3405
Performers named in the R-3 exhibit under this project. Share is of the project's whole FY2027 R-3 total — the same denominator the program-element split uses, so the two read on one scale and will not sum to 100% when unnamed or government work is in the mix. Budget-justification contract funding, not obligations.
