## What project A77 buys

This Project matures and demonstrates distributed, coordinated Electromagnetic Warfare (EW) capabilities to include novel sensor technologies designed to extend effective range, reduce susceptibility to localization, and introduce errors into adversary Intelligence, Surveillance, Reconnaissance & Targeting (ISR&T) systems to facilitate multi-domain operations (MDO). This Project will mature Electromagnetic Warfare (EW) techniques to mitigate adversary Electromagnetic Protection (EP) capabilities that are prevalent and increasing in complexity and effectiveness in modern threat platforms and weapon systems. These EW techniques and capabilities will work in concert with passive solutions that will cause dilemmas for the adversary and provide forces with increased freedom of maneuver. The EW technology development will be refined to fully reflect EW priorities and guidance from key EW stakeholders and Army Senior Leaders at the time of execution. Work in this Project complements Program Element (PE) 0602275A (Electronic Warfare Applied Research) / Project A67 (Electronic Warfare Technology). Work in this Project is performed by the Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Center, the Soldier Center (SC), the Space and Missile Defense Technical Center (SMDTC) and the Engineer Research and Development Center (ERDC).

### Transportable Electromagnetic Distributed Support (TEDS) — NEW START

This effort will mature and demonstrate hardware (based on prior modeling and simulation) utilizing matured quantum architectures for Radio Frequency (RF) applications, optimizing distributed aperture technologies for MFRF applications in Army missions while leveraging performance metrics to support continued system optimization.

### EW Counter Adversary ISR&T Capabilities Advanced Technology

**FY2027 planned work.** Will validate counter command and control hardware capabilities to degrade adversary target development, tracking, and engagement, delaying their response to blue force actions while enhancing the effectiveness of Army kinetic.. Will continue to optimize technology to obscure the electromagnetic environment, disrupting adversary counter geolocation and electronic support capabilities across multiple operational domains and echelons, significantly degrading their ability to find and fix RF signature-based targets.

**FY2026 to FY2027 change.** Funding increase reflects the consolidation of other ongoing efforts within this project from Spectrum Superstorm Adv Tech to continue the maturation of adversary counter geolocation capabilities.

**FY2026 plans — current year.** Will conduct vulnerability analysis of adversarial ISR sensors and supporting integrated defense systems for adversary high value platforms; establish a modeling and demonstration environment, inclusive of hardware-in-the-loop infrastructure, that will be used to measure countermeasure performance and associated improvements throughout the effort; validate preliminary countermeasures to establish performance and effective baseline.

### SHINOBI Multi Spectral C-C5ISRT — NEW START

**FY2027 planned work.** Will demonstrate multi-spectral coordinated effects across distributed systems to degrade and deny adversary C5ISRT capabilities within a representative environment; Will optimize EW effects to improve efficacy of effects for operational unit identified high value assets to be protected; Will provide residual continuing demonstration capability with operational unit to further mature on-the-move and novel techniques tactics and procedures.

**FY2026 to FY2027 change.** Funding increase will demonstrate EW systems optimized for a multi-unit maneuver force on the move.

### Soldier/Squad Counter C5ISRT Signature Management — NEW START

**FY2027 planned work.** Will demonstrate integrated solutions that reduce Soldier and small unit detectability, disrupt adversary targeting, and enhance situational awareness, ensuring operational superiority in contested environments. Optimize passive signature reduction solutions, such as advanced camouflage and multispectral concealment technologies, and validate effectiveness against emerging adversary sensors. Advance scalable battlefield clutter and deception systems, incorporating AI/ML to dynamically adapt to real-time threats. Optimize integration of early warning detection systems to reliably alert Soldiers to active sensor interrogation.

### Advanced Tactical C-C5ISRT — NEW START

**FY2027 planned work.** Will mature proven concepts to enable advanced EA capabilities for the most stressing of adversary C5ISRT capabilities; improve performance of baseline commodity EA systems to address advanced adversary capabilities; demonstrate initial EA performance within a static configuration, and validate static-configuration performance to enable future optimization under required dynamic conditions.

**FY2026 to FY2027 change.** Funding increase is to mature Army unique, advanced C-C5ISRT techniques for tactically deployable EW systems.

### High Performance Digital Engineering for Electronic Warfare — NEW START

**FY2027 planned work.** Will demonstrate priority use case in high performance computing environment models to optimize EW performance. Will demonstrate coordinated sensing and effects integrated with EW payloads in a relevant environment leveraging modeled results.

**FY2026 to FY2027 change.** Funding increase is to create complex models to rapidly simulate coordinated EW sensing and effects. The modeling and simulation environment will be correlated against field tests.

### Surveillance & Cueing for Optimized & Unified Tracking (SCOUT) — NEW START

**FY2027 planned work.** Will validate day and night multispectral system design. Optimize and validate detection algorithms for resident space object (RSO) detection and tracking. Improve concept of operations engagement of adversary RSO capabilities.

**FY2026 to FY2027 change.** Funding increase reflects the realignment from Program Element 0602275A (Electronic Warfare Applied Research) / Project A63 (Sensor to Shooter (STS) Applied Research to accelerate the development and transition of the Space Domain Awareness solution.

### C-SAR — NEW START

**FY2027 planned work.** Validate integrated technology demonstrator in an operational environment through multiple technical demonstrations and user assessments. Update threat analysis and system design for follow-on capabilities.

**FY2026 to FY2027 change.** Funding increase is to mature capabilities for a ground-based Counter-C5ISR&T system.

### Alternative Low-power ISR Neutralization (ALIN) — NEW START

**FY2027 planned work.** Will mature and demonstrate low power RF enabled effects based on improved Tactics, Techniques, Procedures with increased fidelity of targeted Intelligence and Surveillance aircraft.

**FY2026 to FY2027 change.** Funding increase will validate tactics, techniques, and procedures prior to demonstration of effects targeting surveillance aircraft.

### Sparrow — NEW START

**FY2027 planned work.** Will optimize highly synchronized techniques to improve effectiveness against adversarial electronic protection and validate the results by conducting post-processing of data collected during demonstration of techniques against high fidelity test systems.

**FY2026 to FY2027 change.** Funding increase will begin maturation of control mechanisms to improve performance of EW systems' power on target.

### Spectrum Superstorm Adv Tech

**FY2026 to FY2027 change.** Funding decrease reflects realignment to EW Counter Adversary ISR&T Capabilities Advanced Technology within this project to continue the maturation of adversary counter geolocation capabilities.
