> **RESTART.** Funded in FY2025 ($56.2M), zeroed in FY2026, $84.7M requested again in FY2027.

## Summary

This activity requests $84.7M in FY2027, 11% of project 377 — a restart, funded in FY2025 and zeroed in FY2026. The R-2A exhibit describes it across FY2025–FY2027, including what the FY2027 money is planned to buy.

## What the FY2027 request buys

**FY2027 planned work.** The requested funding will enable the continuation, maturation, and validation of numerous research lines of effort that are building on work accomplished in FY 2024, FY 2025, and FY 2026 to safeguard our service members against AHI. The efforts work across medical research, detection, sensing, countermeasures, and attribution technical areas, and together will provide protection against this asymmetric threat and reestablish deterrence by minimizing threat impacts.

**FY2026 to FY2027 change.** The increase of $28.472 million between FY 2026 and FY 2027 is due to an internal funding realignment within the Critical Technologies portfolio. This funding increase supports high-priority DoW research for AHI.

## Before the request year

**FY2025 accomplishments.** Using equipment and instrumentation purchased and the research capabilities developed in FY 2024, perform novel research and evaluate the scientific and physics basis for certain hypotheses related to plausible mechanisms associated with the AHI phenomenon. Develop enhanced bioeffects testing and continue development and testing of countermeasures.

## Funding

| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 56.2 |
| FY2027 | Request | 84.7 |

> Prior, current and budget year only — an R-2A activity carries no five-year plan. It sums exactly into its project in the request year and not necessarily in any other.
