What the FY2027 request buys

Verbatim from the R-2A exhibit for project PT3 of PE 0603384BP. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

- Continue the development and optimization of lead medicine candidates at standards suitable for submission to the FDA. - Additional drug candidates that utilize different technical approaches will be pursued.

FY2026 to FY2027 change

Program/project funding transferred from another funding line. Funding transferred from MT3/Mitigate to pursue additional Nerve Agent Prophylaxes drug candidates.

Before the request year

FY2025–FY2026: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

- Continue development of protective drugs to increase the protective lifetime within the body, including improvements in manufacturing development. - Initiate Phase 1 clinical studies for one protective drug.

FY2025 accomplishments

- Continued to perform studies on how well the protective medicines work (efficacy), how they move into, through and out of the body (pharmacokinetics), and if there are any significant harmful effects (toxicity). These continuing studies are performed at standards suitable for submission to the FDA. - Initiated efforts of one or more alternative nerve agent prophylactic technologies as a risk mitigation step. Studies performed at standards suitable for submission to the FDA.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 42% of project PT3's FY2027 request and 7.7% of PE 0603384BP's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
