## Summary

Project AM9 — Protected SATCOM Advanced Technology requests — in FY2027, 0.0% of the $48.5M requested for program element 0603463A, down 100% on FY2026. 1 R-2A activity decomposes the request.

**Markets:** Space & Missile Warning/Tracking — matched on the project title only, and no market size is quoted.

## Funding profile

| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 5.3 |
| FY2026 | Enacted | 10.6 |

> Estimate types are not summed. This project is one leaf of PE 0603463A; the PE total is the sum of its projects, never added to them.

## What project AM9 buys

This project matures and demonstrates technologies and components to increase resiliency of Wideband Satellite Communications (SATCOM) in contested and congested electromagnetic environments. This project improves resiliency through science & technology investigation. This project complements technologies that provide obfuscation of radio frequency (RF) spectrum signature in order to counter enemy electronic surveillance capabilities. Work in this project complements Program Element (PE) 0602146A (Network C3I Technology) / Projects AM8 (Protected SATCOM Technology). Work in this project is performed by the Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Center.

> Activities carry the prior, current and budget year only — no five-year plan. In the request year they partition this project exactly; in earlier years they can under-cover it.

### Multi-Orbit Modem (MOM) Advanced Technology

**FY2026 to FY2027 change.** Funding decrease reflects the strategic reallocation of resources to support evolving priorities and objectives.

**FY2026 plans — current year.** Will improve and demonstrate digital management and control technology in order to optimize performance and form factor to enable integration into a tactical environment mature performance to support operation over multiple military and commercial satellite constellations, providing resilient operation in a hybrid SATCOM architecture; develop additional resiliency and redundancy by leveraging multiple simultaneous military and commercial satellite constellations; investigate further virtualization of waveforms leveraging emerging technologies such as Digital Intermediate Frequency Interoperability (DIFI).

**FY2025 accomplishments.** Will mature, optimize, and demonstrate select SATCOM technologies that contribute to SATCOM resiliency; will mature and demonstrate OTM satellite ground terminal technology that supports operation over multiple satellite constellations at multiple frequency bands.

Congressional marks, the R-2 mission description and acquisition strategy, the industry vs government split of the whole request, and related program elements are recorded at **program-element** grain — an NDAA mark lands on a PE, never on a project.
