## Summary

This activity requests $32.0M in FY2027, 98% of project AET-01, up 686% on FY2026. The R-2A exhibit describes it across FY2026–FY2027, including what the FY2027 money is planned to buy.

## What the FY2027 request buys

**FY2027 planned work.** - Investigate fully homomorphic architecture for secure artificial reasoning on platforms in the field. - Develop planning capabilities with artificial intelligence to support operational preparation. - Conduct design study on impacts to integration with current mission planning software. - Investigate forward-looking, machine-driven scenario development capable of identifying critical data sets for situational awareness. - Investigate potential to create a hybrid modeling environment where subject matters experts assess the utility and validity of forecasted scenarios. - Demonstrate feasibility of a potential secure and scalable mobile ad-hoc network for maritime vehicles. - Investigate nonlinear mission architectures to generate decision advantage and optionality overmatch by imposing complexity on the adversary. - Formally evaluate operating system for network appliances. - Generate a library of sensing target features and images that can be used for identification and classification. - Conduct state-of-the-art analysis for current information systems technology and begin tradeoff studies. - Meet with transition partners and government stakeholders to define situational awareness gaps.

**FY2026 to FY2027 change.** The FY 2027 increase reflects studies and concepts initiations including, but not limited to, the advancement of new technologies to enable homomorphic architecture for secure artificial reasoning, to demonstrate a secure and scalable mobile ad-hoc network for maritime vehicles, and to support enhanced forward-looking, machine-driven scenario development.

## Before the request year

**FY2026 plans — current year.** - Conduct multi-domain studies and assess impact to resilience. - Characterize the range and imaging performance of existing radars using fundamental targets of various sizes and shapes.

## Funding

| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2026 | Enacted | 4.1 |
| FY2027 | Request | 32.0 |

> Prior, current and budget year only — an R-2A activity carries no five-year plan. It sums exactly into its project in the request year and not necessarily in any other.
