What the FY2027 request buys
Verbatim from the R-2A exhibit for project 3220 of PE 0603595N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
Combat Systems: - Initiate GFE find, fix, and repair activity for the Tech Insertion 2024 NPES upgrade configuration installation on the SSBN 827 Command and Control System Module (CCSM) during the CCSM Off-hull and Assembly Test Site (COATS) segment of construction. - Bench test NPES level suitability performance improvements associated with the TI-24 configuration upgrade and revise Ship Systems Manuals accordingly for casualty modes, security posture transition, and NPES cold start. - Continue generation of TI-28 NPES configuration design change GFI. Component Development: - Continue Government support and oversight for the components expected to be delivered in FY27 for SSBN 827. - Completion of Large Vehicle Shock Testing at Aberdeen Proving Ground. - Continue preparations for initial deep dive testing. - Continued development and testing of ACRU technology. - Continued development of PEPTD technology. Propulsor and Shafting: - Continue to develop and demonstrate alternative production methods for risk reduction of propulsor components. - Continue analysis of data collected during modal testing of as-built propulsor components and assemblies to inform and improve computational models. - Update performance achievability assessments to reflect as-manufactured parts. - Support emergent design requirements during installation of propulsor components at the shipyard. - Continue testing of propulsor bearing first production unit at Full Scale Bearing Test Facility to evaluate performance and generate design feedback. - Continue design development and manufacturing feasibility studies for potential changes for shafting system components to implement on later hulls. Signatures: - Execute VACL full scale test to verify new measurement and modeling approaches to demonstrate CLB CDD performance requirements. New approaches may relax requirements for at-sea test time on future hulls for requirements verification. - Update whole-boat signature predictions using updated component modeling and predictive tools. - Support GFE design efforts for CLB ship system components and demonstration testing
Decrease represents the updated program cost estimate from 2024 capturing updates to government component and technology development efforts, an overall shift to SCN, and commencement of follow ship R&D obsolescence and technology refresh starting in 2023.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
Combat Systems: - Initiate comprehensive review of the Government Furnished Information (GFI) products and design artifacts traditionally supplied to the shipbuilder to implement an NPES configuration change with the goal of reducing GFI development cycle time and GFI production cost. - Initiate development of the TI-28 NPES configuration design changes GFI. Component Development: - Continue Government support and oversight for the component expected to be delivered in FY26 for SSBN 826. - Continue Government support and oversight for the components expected to be delivered in FY26 for SSBN 827. - Delivery of Out of Autoclave bow dome for SSBN 827. - Completion of Large Vehicle Shock Testing at Aberdeen Proving Ground. - Continue preparations for initial deep dive testing. Propulsor and Shafting: - Continue to develop and demonstrate alternative production methods for risk reduction of propulsor components. Signatures: - Update whole-boat signature predictions using updated component modeling and predictive tools. - Support GFE design efforts for CLB ship system components and demonstration testing. - Prepare VACL full scale test to verify new measurement and modeling approaches to demonstrate CLB CDD performance requirements. New approaches may relax requirements for at-sea test time on future hulls for requirements verification. - Update numerical modeling approaches to assess in-service electric signatures to reduce test time and prioritize maintenance decisions.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 46.5 |
| FY2026 | Enacted | 44.0 |
| FY2027 | Request | 42.9 |
This activity is 17% of project 3220's FY2027 request and 13% of PE 0603595N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
