What the FY2027 request buys
Verbatim from the R-2A exhibit for project 3441 of PE 0603595N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
Ship Control, Hydrodynamics and Shock: - Continue simulation development focus on refining operational boundaries. - Support for SSM development. Propulsor and Shafting: - Continue analysis of data collected during modal testing of as-built propulsor components and assemblies to inform and improve computational models. - Update performance achievability assessments to reflect as-manufactured parts. - Support emergent design requirements during installation of propulsor components at the shipyard. - Continue testing of propulsor bearing first production unit at Full Scale Bearing Test Facility to evaluate performance and generate design feedback. - Continue design development and manufacturing feasibility studies for potential changes for shafting system components to implement on later hulls. Signatures: - Update whole-boat signature predictions using updated component modeling and predictive tools. - Support GFE design efforts for CLB ship system components and demonstration testing. - Update numerical modeling approaches to assess in-service electric signatures to reduce test time and prioritize maintenance decisions. - Provided to support GFE system tech refresh and integration into lead ship baseline and follow-on hulls based on lessons learned from future naval capability efforts and component acceptance and integration testing.
- Increase due to alignment with the NRE RDT&E Requirements from the 2024 05C Cost Checkpoint, updated warfare center rate adjustments, and support of FY 2027 ship schedules.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
Ship Control, Hydrodynamics and Shock: - Support Ship Control Algorithm development to include SFA (Steady Flight Assist) - Continue to support development of 1st Ship Control Crew Trainer at EB, Groton, CT - Preparations to conduct the Large Scale Vehicle Test. - Continue simulation development focus on refining operational boundaries. - Support for SSM development. Diesel Exhaust: - Complete the Phase III material testing and characterization of the down selected material to verify material suitability for the Diesel Exhaust. - Complete the testing report and generate the Objective Quality Evidence to support a Material Selection Information submittal for NAVSEA approval. Signatures: - Support GFE Ship System technology refresh for CLB lead ship. - Develop updated numerical modeling techniques to improve prediction capabilities and support reviews/assessments of Shipbuilder products by Subject Matter Experts. - Develop updated component modeling tools which support analysis and diagnostics of potential signature issues identified during ship construction, at-sea demonstration testing, and design changes. Mature modeling tools can reduce future time and costs associated with R&D testing of signatures-related issues.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 17.8 |
| FY2026 | Enacted | 23.2 |
| FY2027 | Request | 32.1 |
This activity is 60% of project 3441's FY2027 request and 9.7% of PE 0603595N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
