### Project CE5 — Breaching Capability Development - Mounted

The XM123 Autonomous Breaching System (ABS), previously referred to as Ground Obstacle Breaching Lane Neutralizer (GOBLN), will enhance Combat Engineer capabilities by providing a system to defeat current and emerging threats - including mines and other explosive hazards - improving force survivability and mobility. Collaborating with Transformation In Contact (TiC) units, the program will mature advanced breaching technologies in Precision Detection, Precision Neutralization, Area Reduction, and Mission Planning, leveraging advancements in detection and Automated Target Recognition (ATR) for both surface laid and surface flush hazards as well as maturation of detection and neutralization capabilities for buried hazards. ABS's modular design will enable integration with air and ground autonomy platforms, reducing Soldier exposure to risk. The FY 2027 request supports accelerated development and integration of precision detection and neutralization components and software with candidate autonomous platforms to evaluate Area Reduction capabilities and further develops mature component technologies.

| Activity (R-2A) | FY2025 | FY2026 | FY2027 |
|---|---|---|---|
| XM123 Autonomous Breaching System (ABS) | 16.5 | 12.6 | 18.1 |

> R-2A activities carry the prior, current and budget year only — no five-year plan. Coverage is partial, so count them, never total them.

### Project EK7 — Area Denial Capability Development

Project EK7 Area Denial Capability Development provides for the advanced capability development of Terrain Shaping systems and develops modernized, nonpersistent U.S. Anti-personnel landmine policy compliant munition fields. During joint high intensity conflicts, Terrain Shaping systems disrupt, fix, turn and block enemy freedom of maneuver while enhancing friendly freedom of maneuver within the same battle space. Terrain Shaping systems enable maneuver commanders to directly influence where battlefield engagements occur. Terrain Shaping systems will replace a portion of the Family of Scatterable Mines (FASCAM) systems which are beyond their designed life. The project will develop Terrain Shaping prototype systems leveraging an accelerated agile acquisition strategy that includes rapid prototyping followed by system of system demonstration, collaboration and fielding to Engineer Brigade units to mature Terrain Shaping technologies in real time to drive innovation, enhance learning, refine requirements, and accelerate solution development. The Terrain Shaping systems will use an open system and modular approach to leverage existing Army infrastructure and capabilities to include Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) platforms, Robotic Ground Vehicles, and Unmanned Aerial Systems. The FY2027 request supports the rapid prototyping effort and delivery of initial capability to Engineer Brigade units to inform a follow-on prototyping effort and production decision.

**Named R-3 performers** (share of this project's FY2027 R-3 total, so they need not reach 100%)**:** PM Close Combat Systems (0.4, 3.3%), Booz Allen (0.1, 0.6%).

## Mission & acquisition strategy

Projects CE5 - The XM123 Autonomous Breaching System (ABS), previously referred to as Ground Obstacle Breaching Lane Neutralizer (GOBLN), will enhance Combat Engineer capabilities by providing a system to defeat current and emerging threats - including mines and other explosive hazards - improving force survivability and mobility. Collaborating with Transformation In Contact (TIC) units, the program will mature advanced breaching technologies in Precision Detection, Precision Neutralization, Area Reduction, and Mission Planning, leveraging advancements in detection and Automated Target Recognition (ATR) for both surface laid and surface flush hazards as well as maturation of detection…

The XM123 ABS program plans to award Engineering and Manufacturing Development (EMD) contract(s) in FY 2027 to develop and prototype a system post Milestone B. The program is also looking to provide accelerated capabilities and prototype hardware to Transformation In Contact (TiC) units to assess and rapidly innovate automated software and hardware to refine system design, and integrate detection and neutralization hardware and software with autonomy platforms. Feedback from TiC units for this hardware and software will inform follow-on system design and production decision to provide capabilities to additional TiC units.
