## What project 2223 buys

This project funds technology demonstration, experimentation, and prototyping; and more technologically mature projects within the Future Naval Capability (FNC) process as means to inform, enhance, enable, and invent future concepts and capabilities with new Science and Technology (S&T). This project is organized into ten activities, the core of which is represented by the eight Expeditionary Warfighting Capability Areas. Emphasized within this project are increased efforts to actively demonstrate advanced technologies and system concepts. These demonstrations and experiments focus on the specific technologies, not necessarily their operational application, and vary based on the technical maturity of the project. This early technology exposure gives Marines a view into the future and enables them to use their imagination and innovation to envision novel employment of the technology and inform the acquisition process.

**FY2027 planned work.** Continue: - Develop Artificial Intelligence (AI) and Machine Learning (ML) functionality for Marine Corps platforms, command and control systems including combat identification, threat evaluation, engageability and effector management in a multi-platform Live Virtual & Constructive (LVC) experiment. - Development and advancement of new capabilities to create realistic scenarios, simulate social dynamics, adjudication capabilities, together with models and algorithms to support realistic, interactive information warfare exercises. - Force-on-force unscripted experimentation of AI-augmented Command and Control (C2) systems for "one versus many" swarm control in small unit (company and below) simulated combat scenarios. - Experimentation of AI-enabled tactical advisors that analyze sparse data to provide small unit commanders with sound tactical recommendations in Expeditionary Advanced Base Operations (EABO) support scenarios. - Multi-modal simulation of operations in the information environment to develop realistic data for information warfare. Initiate: - Advanced development to implement propagation environment aware signature management and communication planning over land for small, forward-deployed units under the Expeditionary Advanced Base Operations (EABO) construct to include weather effects, terrain, land use/cover, and spectrum clutter. - Development of electromagnetic spectrum operation tools optimized for contested electromagnetic environments. - Marine Corps component commander technology demonstrations with strategic counter-Grey Z tools and techniques that anticipate and counter destabilizing threats.

**FY2026 to FY2027 change.** The increase in funding from FY 2026 to FY 2027 is due to the initiation of efforts (1) to implement propagation environment aware signature management and communication planning over land for small, forward-deployed units under the Expeditionary Advanced Base Operations (EABO) (2) demonstrate strategic counter-gray Grey Z tools and techniques that anticipate and counter destabilizing threats.

**FY2026 plans — current year.** - Continue research and development of Artificial Intelligence (AI) and Machine Learning (ML) functionality for Marine Corps platforms, command and control systems including combat identification, threat evaluation, engageability and effector management in a multi-platform Live Virtual & Constructive (LVC) experiment. - Continue development and advancement of new capabilities to create realistic scenarios, simulate social dynamics, adjudication capabilities, together with models and algorithms to support realistic, interactive information warfare exercises. - Complete new low-profile and reduced weight and power aperture with simultaneous transmit and receive signals compatible with multiple satellite constellations. - Initiate force-on-force unscripted experimentation of AI-augmented Command and Control (C2) systems for "one versus many" swarm control in small unit (company and below) simulated combat scenarios. - Initiate experimentation of AI-enabled tactical advisors that analyze sparse data to provide small unit commanders with sound tactical recommendations in Expeditionary Advanced Base Operations (EABO) support scenarios. - Initiate multi-modal simulation of operations in the information environment to develop realistic data for information warfare.
