What the FY2027 request buys
Verbatim from the R-2A exhibit for project 3447 of PE 0603654N. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
FY27 efforts will continue to focus on test and evaluation of future increment candidate payloads for integration into future MESR increment platforms to allow warfighters to detect, classify, and prosecute explosive threats by ExMCM forces. Efforts include advancement in Artificial Intelligence and Machine Leaning (AI/ML) technologies, as well as improving Automated Target Recognition (ATR) algorithms and supervisory controlled autonomous behaviors. The Deep-Water Proof of Concept and full system integration effort will continue in FY27 through close partnering with operational forces and include refinement of CONOPS, implementation of onboard power solutions to obtain deeper depths, and selection of sensors and navigation solutions to achieve deeper water depth requirements. Developmental test and evaluation of selected components will be performed leading to full up system integration and capability demonstration in early to mid-FY27.
FY 2026 to FY 2027 funding decrease is attributed to a single year increase in FY 2026 to accommodate MESR hardening, sensor and navigation subsystem development, open water deep water test and evaluation, and software updates to increase operating depths. The funding in FY 2027 is sufficient to successfully execute the OPNAV-directed capability demonstration scheduled for early to mid-FY 2027 alongside operational forces. RDTEN Funding in FY 2027 will ensure final test and evaluation and enable subsequent delivery of critical operational Expeditionary Mine Countermeasures (ExMCM) capabilities essential for Deep Water Response missions.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
FY26 efforts will continue to focus on test and evaluation of future increment candidate payloads for integration into future MESR increment platforms to allow warfighters to detect, classify, and prosecute explosive threats by ExMCM forces. The Deep-Water Proof of Concept effort will continue in FY26 as a primary focus of effort, and include completion of CONOPS development and platform hardening to achieve depth requirements. Developmental test and evaluation of selected components will be performed leading to full up system integration efforts.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 16.0 |
| FY2026 | Enacted | 22.3 |
| FY2027 | Request | 16.6 |
This activity is 100% of project 3447's FY2027 request and 38% of PE 0603654N's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
