## What project 2966 buys

The S&T Campaigns Project contains the Budget Activity 3 portion of the Innovative Naval Prototype (INP Program). INP efforts attempt to solve problems and respond to mission requirements, by exploratory research for new ideas and breakthrough capabilities. INPs are Larger in scope, scale and risk and are selected for their high-payoff and potential to revolutionize operational concepts. Due to high technical risk, INPs often have long trial-and-error timeframes to work through challenges, but typically no more than three years between decision points. INP BA3 efforts require advanced technology development funding to bridge from Applied Research to working prototypes. INPs prove technological and capability potential, validate production feasibility, and acquisition potential. ONR demonstrates INPs with field experiments and or tests in a simulated environment as aligned to BA 03. Successful experimentation and demonstrations present the Department of the Navy with disruptive capabilities that may lead to a new acquisition programs. INPs are selected by senior leadership in the Department of the Navy.

**FY2026 to FY2027 change.** The increase in funding from FY 2026 to FY 2027 is due to the initiation of this INP in Applied Technology Development beginning in FY 2027. This investment leverages investment previously made in the Applied Research PE 0602750N. This is not a new start.

### METEOR

**FY2027 planned work.** Complete the METEOR INP by finishing the following tasks: - Integrate with platform combat system to validate communication protocols and ensure alignment with onboard sensor systems - Perform comprehensive testing to verify power output performance across operational ranges - Execute full-power testing against representative targets with surrogated threat components to demonstrate effectiveness - Conduct system performance sensitivity testing, component updates, and failure rate analysis - Complete development and delivery of technical data package necessary to inform operational capability

**FY2026 to FY2027 change.** The decrease in funding from FY 2026 to FY 2027 is due to completion all phases of full system integration and testing.

**FY2026 plans — current year.** Complete the METEOR INP by completing the following tasks: - Design and analysis of automated engagement algorithms to reduce time between engagements - Additional pulsed power and HPM source technology development for future technological assessment in subsystem laboratory level tests, building upon prior REDCAT and earlier applied research efforts - High Power Microwave Test Bed functional checkout at sub system level and system level test series - Test bed evaluation in laboratory environment of candidate technologies that provide lighter weight, more compact or lower cost solutions for future increments - Embedded control and weapon console software development and test for future integration into ship combat system - Electromagnetic interference (EMI) measurements and integrated topside design analysis of candidate ship installation location - Integration of residual REDCAT hardware into METEOR laboratory test bed - Shipboard antenna analysis for integration onto ship - Mission modeling and effects refinement to inform conceptual system design for future increment - System engineering products to support ship installation activities - System reconfiguration into shipboard installation reinforced structure - Prototype ship integration system safety analysis - Complete the construction of a surrogate test structure to support verification of form, fit, function of the HPM prototype to support all land-based test series - Modify major subsystems to ensure resilience and operational effectiveness in challenging platform environments - Conduct full system Phase I static and dynamic test series - Prepare for Phase II combat system integration and dynamic system testing series

### Long Range Targeting (LRT)

**FY2026 to FY2027 change.** The decrease in funding from FY 2026 to FY 2027 in Long Range Targeting is due to program completion in FY 2026.

**FY2026 plans — current year.** Complete the Long-Range Targeting INP by finishing the following tasks: - Development efforts to investigate High Frequency (HF) technologies for Over-the-Horizon (OTH) sensors to enable target detection, tracking, and identification - Design, build, and test the prototype Maritime Over-the-Horizon Radar (MOTHR) - Developing long range passive systems for long range target ID - Developing technologies to integrate various radar tracks and HF radar targets - System level testing and demonstration for Long Range Targeting using OTHR - System-level testing of prototype passive systems - Planning for final LRT Final Demonstration

### Joint Laser Weapon System Science & Technology (JLWS-ST)

**FY2026 to FY2027 change.** This investment was initiated in FY 2026 in this PE by the Office of the Under Secretary of Defense. FY 2027 through FY 2030 funds initially planned, were subsequently withdrawn, so this investment will complete in FY 2026.

**FY2026 plans — current year.** - Initiate and integration and testing plan for 300+ kW HEL source and appropriate components and sub-systems such as command and control and power/thermal. - Initiate procurement and integration of subsystems critical to HEL weapon operation such as power systems, thermal management, acquisition, and tracking components. - Initiate plans to support system demonstration during land test at White Sands Missile Range (WSMR). - Establish standardized common components to improve manufacturability and availability of parts for Laser Weapon System (LWS) procurement. - Initiate S&T support for intermediate capability LWS acquisition including sub-system level interfaces and components. - Initiate procurements of specified LWS components required for acquisition activities - Establish lethality Modelling & Simulation (M&S) techniques that illustrate technology feasibility while supported by field experiments and demonstrations. - Initiate integration of laser system architectures such as Modular Open Systems Architecture (MOSA) into new weapon system prototypes. - Mature Critical Technology Elements (CTEs), including critical subsystems and components, to enable Advanced Technology Development (ATD) of a ruggedized, marinized, and containerized 300+ kW prototype LWS. This investment was initiated in FY 2026 in this PE by the Office of the Under Secretary of Defense. FY 2027 through FY 2030 funds initially planned, were subsequently withdrawn.
