What the FY2027 request buys

Initiate the next generation submarine rescue system design and development to ensure the Navy retains the critical capability. This effort will be executed with the award and funding of a multiyear contract to enable the development of the next generation rescue system. Continue execution of critical technologies necessary to support the ongoing modernization of the Navy's current SRS and its capabilities through the system's end of life. The SRS Modernization Program is being executed to ensure mission requirements continue to be met with the legacy SRS. This includes addressing known subsystem capability gaps and obsolescence issues that lead to increased sustainment costs and higher-than-acceptable risks. The program proactively addresses system deficiencies and upgrades many subcomponents using a System-of-Systems approach to ensure adequate technology margins are, and will remain, available. Planned upgrades include, but are not limited to, Micro-electronics System Upgrades and Through-hull communications to provide an end-to-end DISSUB communications system that enhances capabilities by enabling rescue from an unresponsive submarine.
The $7.689 million increase in FY2027 funding over FY2026 reflects the Department's strategic commitment to advancing the next-generation submarine rescue system. This critical investment ensures the Navy retains and enhances its unparalleled capability to rapidly locate and rescue sailors trapped in distressed submarines.

Continue execution of critical technologies necessary to sustain the Navy's only submarine rescue capability through its end of life and prevent inoperability. It addresses numerous subsystems and components with known capability gaps, obsolescence, unsustainable maintenance costs, and unacceptable risks. The program proactively resolves system deficiencies and upgrades many system subcomponents within a System-of-Systems approach to ensure adequate technology margins are, and will remain, available. Planned upgrades include, but are not limited to, Micro-electronics System Upgrades, Active Motion Heave Compensation, and Through-hull communications to provide an end-to-end Distressed Submarine (DISSUB) communications system that enhances capabilities by enabling rescue from an unresponsive submarine.
