## Summary

This activity requests $22.6M in FY2027, 37% of project 470, up 9.3% on FY2026. The R-2A exhibit describes it across FY2025–FY2027, including what the FY2027 money is planned to buy.

## What the FY2027 request buys

**FY2027 planned work.** First generation saltwater compatible F3s will be developed and transitioned for demonstration/validation. Projects will identify whether ionic liquids can be used to increase the rate of demilitarization of nitrocellulose-based propellants. Alternative synthesis methods for TNT will be developed to prevent red water formation. PFAS-free binders for explosives and explosives manufactured using PFAS-free processing fluids will be transitioned to pilot production and/or range tests in demonstration/validation efforts. First generation omniphobic fabrics will be scaled to processing of garments to create transition to demonstration/validation. Improved efficiency critical mineral extraction, separation, and purification technologies will begin.

**FY2026 to FY2027 change.** The FY 2026 to FY 2027 net increase of $1.918 million reflects a programmed increase for PFAS chemical resiliency in weapons systems and platforms and development of alternative technology for demilitarization of energetics.

## Before the request year

**FY2026 plans — current year.** New projects will develop improved emulsification agents for commercial fluorine-free foams (F3) to address the intent of Section 323 of the FY 2020 NDAA. The program will develop prototype elastocaloric refrigeration systems for potential vehicle retrofitting to eliminate refrigerant flammability risk. Efforts will continue to develop PFAS-free textiles and scalable fabric treatment manufacturing technologies. Projects will develop alternatives for fluorinated polymers in energetics processing and closed destruction technologies for energetics demilitarization.

**FY2025 accomplishments.** The program will initiate projects to develop improved PFAS-free firefighting formulations addressing the intent of Sec 323 of the FY2020 NDAA. Efforts will develop augmented reality for firefighter training with haptic feedback. Projects will continue evaluating PFAS-free textile coatings and identify alternatives for fluorinated polymers in energetics. Research will advance field effects processing for energetic molecules, develop rocket propellants without isocyanate-based binders, and create corrosion-mitigating coating systems with reduced environmental impact. Efforts will identify processes for refractory alloy recycling and develop elastocaloric materials for refrigeration methods with low global warming potential.

## Funding

| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 14.0 |
| FY2026 | Enacted | 20.7 |
| FY2027 | Request | 22.6 |

> Prior, current and budget year only — an R-2A activity carries no five-year plan. It sums exactly into its project in the request year and not necessarily in any other.
