What the FY2027 request buys
Verbatim from the R-2A exhibit for project 635321 of PE 0603788F. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.
- Complete development of 5G cyber operations tool suite for integration into DAF cyber operations platforms, focusing on developing and demonstrating modular, scalable framework. - Complete development of 5G exploitation tools for Intelligence, Surveillance, and Reconnaissance (ISR) and for Offensive Cyber Operations (OCO) capabilities, focusing on developing and demonstrating 5G signal testbeds and associated algorithms for identified signal types. - Continue the development of a counter-small unmanned aircraft system (C-sUAS) open architecture specification to enable interoperability between disparate protection systems, focusing on the development and standardization of RF, autonomy & data fusion, physical response, and detect/track/defeat of swarms to advance interoperability across multiple systems. - Continue advanced development and demonstration for methods and systems to automate the monitoring and characterization of geographic regions of the radio frequency (RF) spectrum, focusing on designing algorithms for automated spectrum characterization.
FY 2027 funding increased by 15.358 million due to the transfer of the "Cyber Offensive and Defensive Technologies" effort and associated funding within this Program Element, Project 635329, Cyber Battlespace Dev & Demo to Project 635321, C4I and Cyber Battlespace Development & Demonstration. However, the overall funding for the "Cyber Offensive and Defensive Technologies" effort increased from FY 2026 by 2.700 million due to increased investments in automated spectrum characterization and unmanned aircraft system (UAS) open architecture design and development.
FY2026: the year under way
Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.
In FY 2025 and FY 2026, the "Cyber Offensive and Defensive Technologies" effort and funding were reported in PE 0603788F, Battlespace Knowledge Development and Demonstration, Project 635329, Cyber Battlespace Dev & Demo. FY 2025 funding was $9.247 million and FY 2026 funding is $12.657 million.
Three years, and no five-year plan
An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.
| Fiscal Year | Estimate Type | Amount ($M) |
|---|---|---|
| FY2025 | Actual | 0.0 |
| FY2026 | Enacted | 0.0 |
| FY2027 | Request | 15.4 |
This activity is 48% of project 635321's FY2027 request and 48% of PE 0603788F's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
