## What project 730 buys

Concepts and Capabilities (C&C) focuses on executing prototype integration, joint experimentation and assessments on a 12-to-24 month timeline. C&C investments address the joint warfighter’s most pressing operational capability gaps and accelerate new capability development in conjunction with the Services and CCMDs. Based on established needs, C&C capability directors execute experimentation, assessment, and prototype integration with the operational leads from the Services and CCMDs. They pool technical resources from the Services’ research and engineering laboratories, and program acquisition offices, and they leverage academia and industry expertise as needed. They require Service cost-sharing partnerships and execute the necessary planning steps for future transition early within the developmental life cycle. This execution strategy represents a time-proven catalyst for collaborative development and accelerates delivery of operational prototypes to the joint warfighter.

**FY2025 accomplishments.** In FY 2025, MCM SoS will accelerate technology maturation of advanced sensors for the UUVs and will plan for technology demonstrations to improve threat detection, localization, and area coverage for military operations.

### GEO Satellite Ranging (GSR) (Sensors and Data Analytics)

**FY2027 planned work.** In FY 2027, project GSR will conduct initial testing followed by a technical demonstration and an operational demonstration with a military utility assessment

**FY2026 to FY2027 change.** Funding decreases due to reduced requirements for technical prototype development. In its final year, the project will move to an operational demonstration and close-out.

**FY2026 plans — current year.** GSR will award two contracts for the deployable laser ranging system preliminary design reviews (PDR) and will conduct on-sky observations to inform hardware upgrades on the prototype system.

**FY2025 accomplishments.** In FY 2025, GSR will perform initial on-sky data collects to develop and test downstream algorithms. Technical milestones include: ladar collects with upgraded ranging detector; slow-time orbit determination with new ranging data; and data products pushed to the Unified Data Library (UDL). Each of these milestones are considered individual subsystem steps forward, which are needed for integrated system functionality.

### Containerized Agile Expeditionary and Rapid Beach Preparation (CONAER) (Contested Logistics / Sustainment)

**FY2027 planned work.** CONAER will conduct a land/sea packaging exercise and design a delivery method for the operational demonstration (Op Demo) and military utility assessment (MUA).

**FY2026 to FY2027 change.** Funding increase to conduct the operational demonstration (Op Demo) and military utility assessment (MUA).

**FY2026 plans — current year.** CONAER will conduct SUBMAT-light design with stability (to Sea State 5) and durability (wheel and track vehicle) testing and in stacked configuration for 3.5 to 6 ft water depths. CONAER will also conduct a land/sea packaging exercise and design a delivery method for the operational demonstration and military utility assessment.

**FY2025 accomplishments.** In FY 2025, CONAER will focus on scaled experimentation to improve sea state resiliency and durability and will demonstrate the quay wall construction.

### Autonomous Multi-Domain Launcher (AML) (Weapons Kinetic / Non-Kinetic Effects)

**FY2025 accomplishments.** In FY 2025, AML will transition the prototype launcher and technical data package to PEO Missiles and Space, Strategic and Operational Rockets and Missiles (PM STORM) Project Office, Field Artillery Launchers (FAL) Division.

### Birdseye Yonder (BEYOND) (Sensors and Data Analytics)

**FY2025 accomplishments.** In FY 2025, the BEYOND processor will be matured and tested, and will conduct an operational demonstration with a military utility assessment at an OUSD(R&E) T-REX event featuring small and large UAS threats. When complete, the BEYOND prototype will be delivered to U.S. Air Force Europe (USAF-E) Ramstein Air Defense Sector Integration Lab, for continued experimentation. The technical data will be delivered to USMC PEO Intel and PEO Land Systems Expeditionary Radars.

### Collaborative Artificial Intelligence (AI) for Predicting Enemy Course of Action (ECOA) (CAPE) (Kill Web Interoperability)

**FY2025 accomplishments.** In FY 2025, CAPE transitions to the USSF's SSC, with initial deployments focused on the National Space Defense Center (NSDC).

### HAYFINS (Sensors and Data Analytics)

**FY2025 accomplishments.** In FY 2025, HAYFINS will complete a final prototype of the hardware and software package and conduct a military utility assessment. HAYFINS will transition system architecture, software, and prototype hardware to support acquisition activities for PEO Intelligence, Electronic Warfare, and Sensors.

### Joint Radiant Touchstone (J-RTS) (Sensors and Data Analytics)

**FY2025 accomplishments.** In FY 2025, J-RTS transitions to the U.S. Navy's PMW 120 Ship's Signal Exploitation Equipment Increment Foxtrot program of record, and U.S. Space Force’s (USSF) Space Systems Command (SSC) program of record utilizing a web version of the Integrated Solutions for Situational Awareness (ISSA).

### Low-Altitude Future Vertical Take-off and Landing (VTOL) Long-Range Attack Missile (LRAM) (Weapons Kinetic / Non-Kinetic Effects)

**FY2025 accomplishments.** In FY 2025, LRAM will conduct an operational demonstration and transition to PEO Air, ASW, Assault, and Special Mission Programs, PEO Unmanned Aviation and Strike Weapons, and PMA 2-24 under the Joint Air-to-Ground Munition (JAGM) program of record.

### Rapid Large Area Clearance (RLAC) (Contested Logistics / Sustainment)

**FY2025 accomplishments.** In FY 2025, RLAC transitions the final prototypes of the sUAS and UGV with autonomy and communications packages and standoff neutralization systems to PEO Unmanned and Small Combatants and PMS 408 for use by U.S. Joint Service Explosive Ordnance Disposal military teams.

### ShadowCat (Resilient Communications)

**FY2025 accomplishments.** In FY 2025, ShadowCat will conduct a technical demonstration, operational demonstration, and a military utility assessment. ShadowCat will transition to a classified program of record.

### Prototyping Development Efforts to Fill Identified Gaps (Emerging Prototypes and Enablers)

**FY2025 accomplishments.** In FY 2025, prototype development continued for the following technologies: JEP3L, LiRA, Sandals, and REEF. In addition, the Services, Joint Staff, and CCMDs identified FLEX for accelerated development to fill identified gaps. Additional projects will be selected and initiated during the year of execution.

### Kinetic Calypso (Collaborative Multi-Domain Autonomy)

**FY2026 to FY2027 change.** Funding decreases due to project completion in FY 2026.

**FY2026 plans — current year.** Kinetic Calypso will continue prototyping autonomous payloads. Data collected on payloads during technical and operational demonstrations will inform transition at the end of FY 2026. Kinetic Calypso prototypes will validate concepts to reduce acquisition risk for established Service PORs. The U.S. Navy (USN) will determine the appropriate acquisition strategy.

**FY2025 accomplishments.** In FY 2025, Kinetic Calypso will perform at sea demonstrations to establish key performance parameters, demonstrate kinetic effects, and select upgraded weapons.

### Maritime Platform ORCAstrate (Collaborative Multi-Domain Autonomy)

**FY2026 to FY2027 change.** Funding decreases due to project completion in FY 2026.

**FY2026 plans — current year.** Maritime Platform ORCAstrate will continue to conduct operational demonstrations to assess the effectiveness of platforms designed with a modular common architecture. A technical data package will accompany test results before transitioning to either Naval Sea Systems Command (NAVSEA) PEO Unmanned and Small Combatants and PMS 420 or other offices designated by the USN at the end of FY 2026.

**FY2025 accomplishments.** In FY 2025, Maritime Platform ORCAstrate will continue experimentation on unmanned surface platforms while refining the command-and-control systems. Participation in technical and operational demonstrations will buy down risk associated with the integration of autonomy, sensors, and communications hardware onto platforms designed with a modular common architecture.

### Cross-Service Sensor Netting for Integrated Air and Missile Defense (CSSN) (Sensors and Data Analytics)

**FY2026 to FY2027 change.** Funding decreases due to project completion in FY 2026

**FY2026 plans — current year.** CSSN will complete multiple simulation and lab-based software integration events, a beyond-line-of-site demonstration, and tracking exercises. Additionally, the CONOPs and the tactics, techniques, and procedures (TTPs) documents will be matured. Finally, CSSN will conduct two live fire engagements as an operational demonstration of the capability which will be accompanied by a military utility assessment. The project will transition to PEO Integrated Warfare Systems and PEO Missiles and Space; and their Navy Cooperative Engagement Capability (CEC), Army Integrated Battle Command System (IBCS), and U.S. Marine Corps (USMC) Composite Tracking Network (CTN) programs of record.

**FY2025 accomplishments.** In FY 2025, CSSN will conduct modeling, simulation, planning, and execution of multiple tracking exercises in preparation for a series of live fire engagements in FY 2027.

### Red-Black Integrated Networking for Space Data Transport (RiBN-SDT) (Resilient Communications)

**FY2026 plans — current year.** RiBN-SDT will deliver mission ready prototypes for demonstration at the Rim of the Pacific exercise 2026. RiBN-SDT will transition to the Joint Warfighter Network Tactical Common Data Link (NTCDL) System Program Office.

**FY2025 accomplishments.** In FY 2025, RiBN-SDT will design and build the space-airborne ground prototypes and deploy the prototypes for user feedback.

### Scabbard Dome (Sensors and Data Analytics)

**FY2026 plans — current year.** Scabbard Dome will perform radio frequency testing at White Sands Missile Range, followed by an operational demonstration and military utility assessment, and transition to the Air Force Life Cycle Management Center and PMA-201, and then to industry.

### Spatiotemporal Hybrid Open Optical Terminal for Enhanced Relay (SHOOTER) (Resilient Communications)

**FY2026 plans — current year.** SHOOTER will continue development of fast acquisition algorithms, establish multi-node, seamless optical switching, and conduct an operational demonstration. SHOOTER has multiple transition paths that include: the Air Force's Advanced Battle Management System (ABMS), the Army’s Project Convergence, the Navy’s Project Overmatch, and the USMC Digital Interoperability (DI) Program and Expeditionary Advanced Ground Link (EAGL) PoR.

**FY2025 accomplishments.** In FY 2025, SHOOTER will test multi-node data transport and optimized fast switching capability, while managing the underlying dynamic nature of air platforms and distributed ground users.

### Unmanned Logistics Systems for Semi-Submersibles (ULS/SS) (Contested Logistics / Sustainment)

**FY2026 plans — current year.** ULS-SS will conduct an operation demonstration and military utility assessment. ULS-SS will continue to mature expeditionary loading and unloading capabilities, demonstrate seaworthiness and maneuver capability, and transition to PEO Unmanned and Small Combatants and PMS 420.

**FY2025 accomplishments.** In FY 2025, ULS-SS will integrate MHE into the craft, demonstrate ship-to-shore capability, and conduct developmental testing and fleet exercises.

**FY2025 accomplishments.** In FY 2025, CICERO will continue development before transitioning, in FY 2026, to the Defense Intelligence Agency Analysis and Integration Office for deployment within the Defense Intelligence All-Source Analysis Enterprise (DIAAE) production workflows. CICERO will reach initial operational capability in FY 2027 at USINDOPACOM and/or USEUCOM.

**FY2025 accomplishments.** In FY 2025, LUCAS L700 will deliver additional prototypes and be tested at various exercises to demonstrate feasibility. LUCAS L700 systems will undergo weapon development, safety, and certification with both the Army and Navy, before transitioning to the USMC.

### Passive Multi-Spectral Air Surveillance Kill Chains (PMASKC) Acceleration (Sensors and Data Analytics)

**FY2025 accomplishments.** In FY 2025, PMASKC Acceleration will evaluate sensors from multiple modalities to feed the fusion engine. When completed, the PMASK Acceleration track correlator will be available for further experimentation by the Services.

### Broad EA Technology for Launched Effects (BEATLE) (Weapons Kinetic / Non-Kinetic Effects)

**FY2026 plans — current year.** CLOBBER will manufacture the 45ft variant prototype landing craft, integrate autonomy framework, and conduct final OD and transition the craft to a Navy Program of Record.

### Sea-based Interrogation and Remote Emulation Node (SIREN) (Sensors and Data Analytics)

**FY2026 plans — current year.** SIREN will complete technical development and user testing and is expected to transition to the General Services Administration (GSA) schedule for future use by U.S. government (USG) customers.

**FY2025 accomplishments.** In FY 2025, SIREN will integrate onto unmanned surface vessels (USVs) and be tested against various radar systems. Through this process, SIREN’s emissions will be fine-tuned. This system is modular payload compliant, ensuring it is capable of being utilized across a broad spectrum of vessels.
