What project MT4 buys
The Mitigate Advanced Component Development and Prototypes (ACD&P) Project provides the Joint Force the ability to conduct decontamination and medical actions that enable the quick restoration of combat power; maintain/recover essential functions that are free from the effects of chemical and biological (CB) hazards; and facilitate the return to pre-incident operational capability as soon as possible. Efforts included in this Project are: (1) Autonomous Decontamination System (ADS) - Prototype Development (2) Agent-Directed Therapeutics (AD TX) - Clinical (3) Broadening Enabling Acquisition of Chemical Operational Needs (BEACON) (4) Host-Directed Therapeutics (HD TX) - Evaluation of Host Directed Candidates/Non Clinical Studies (5) Reactivating Nerve Agent Treatment System (RNATS) (6) Anti-Viral Oral Therapeutics (AVO TX) - Development Test and Evaluation (7) Botulinum Toxin Therapeutic (BOT TX) - Non-clinical Studies

Project MT4 funding, FY2025–FY2031
Prior years are actuals, the budget year is the request, and the outyears are the FYDP plan. Estimate types are colored and never summed into one figure. Projects carry the full five-year plan; the activities inside them stop at the budget year.

|---|---|---|
| FY2025 | Actual | 33.6 |
| FY2026 | Enacted | 26.8 |
| FY2027 | Request | 55.3 |

7 accomplishments / planned programs
The R-2A exhibit — the only level of the budget that describes work that has not happened yet. Activities carry the prior, current and budget year only, no five-year plan. 1 of them describes FY2027 work in enough detail to have its own page; the rest are shown here in full. Coverage is partial across the corpus, so count activities, never total them.
FY2027 planned work Phase 2 clinical trial completion and execution of drug product manufacturing to support Phase 3 studies.
FY2026 to FY2027 change Increase is due to execution of Phase 2 clinical trial and drug product manufacturing for Phase 3 clinical trial.
FY2026 plans — current year Drug product scale-up for execution of the Phase 2 Clinical Trial. Initiation of Phase 2 trial.
FY2025 accomplishments Produced Active Pharmaceutical Ingredients (API) for drug product scale up to support execution of the Phase 2 clinical trial. Initiated Phase 2 preparation activities.
FY2027 planned work Initiate non-clinical testing of multiple candidates.
FY2026 to FY2027 change Increased investment provides enabling capability to accelerate medical countermeasure candidate identification and screening to streamline evaluation and expedite non-clinical testing.
Receive Phase II prototypes and conduct a Soldier Touch Point (STP) and limited government testing. Down select and award a Phase III contract to 1-2 vendor(s) to refine their prototypes further based on test results and feedback. Complete Phase III Contractor Qualification Testing (QT) and receive prototype(s) in preparation for another…
Read the FY2027 plan →FY2027 planned work Initiate the evaluation of Host Directed candidates and execute initial non clinical studies.
FY2026 to FY2027 change Increased investment enables improved Host Directed medical countermeasure development through a next generation initiative providing a pipeline of efforts enabling therapeutic solutions.
FY2026 to FY2027 change Funding decrease due to program closeout and transition to Rapid Access Products in Development (RAPID).
FY2026 plans — current year Conduct nonclinical studies, collaborate with internal government partners, increase engagement with stakeholders and industry.
FY2025 accomplishments Initiated drug development, initiated manufacturing and systems engineering.
FY2025 accomplishments Continued Natural History Studies with procurement of long lead items and received FDA feedback on the regulatory strategy.
FY2025 accomplishments Completed Animal model development and Natural History studies. Due to technical issues with the product in S&T, program is ending in FY25 following receipt of deliverables.
Named performers on project MT4
Performers named in the R-3 exhibit under this project. Share is of the project's whole FY2027 R-3 total — the same denominator the program-element split uses, so the two read on one scale and will not sum to 100% when unnamed or government work is in the mix. Budget-justification contract funding, not obligations.
