### 1) Accelerated Antibodies - Enhanced Biological Defense (AA-ENBD)

Complete phase 1 clinical studies follow-ups for prototype two, continue clinical studies for prototype three, complete manufacturing and preclinical studies for prototype four and submit Investigational New Drug package to Food and Drug Administration for approval to execute a phase 1 clinical study.

### 8) Vaccine Acceleration By Modular Progression - Enhanced Biological Defense (VAMP-ENBD)

Continue development and manufacturing of multiple vaccine candidates against biothreats. Continue test and evaluation efforts in safety and efficacy clinical trials.

### 5) Medical Countermeasures Platform Technologies (MCMPT) - Host Directed Countermeasure

**FY2027 planned work.** Execute current GMP to produce phase 2 compliant doses for use in an emergency situation. Complete non-clinical testing to support Investigational New Drug filing to the FDA. Prepare for phase 1 clinical trial execution.

**FY2026 to FY2027 change.** Minor increase due to planned scope of preparation activities required prior to execution of phase 1 clinical trial.

**FY2026 plans — current year.** Continue development of host directed medical countermeasure through Good Manufacturing Practices (GMP) and non-clinical testing to support an Investigational New Drug submission to the Food and Drug Administration (FDA) and start of Phase 1 clinical trial.

**FY2025 accomplishments.** Initiated development of host directed platform MCM program and improve delivery system to provide instant and long-lasting prophylactic protection against viral, bacterial and/or toxin threats.

### 7) Prophylactic Technology Systems (ProTecS) — NEW START

**FY2027 planned work.** Initiate non-clinical trials in first candidate from industry.

**FY2026 to FY2027 change.** Increased investment enables improved broad spectrum nerve agent prophylaxis development through a next generation initiative providing a pipeline of maturation of industry candidates, enabling protective medical countermeasure solutions.

### 4) Medical Countermeasures Platform Technologies (MCMPT) - Prevention Platform

**FY2027 planned work.** Complete optimization of platform performance, conduct annual exercises to validate platform activity, and prepare for potential transition activities in FY 2028.

**FY2026 to FY2027 change.** Increase is due to routine program adjustments and integration with Host Directed Countermeasure efforts within MCMPT.

**FY2026 plans — current year.** Continue optimization of platform performance and to conduct annual exercises to validate platform maturity.

**FY2025 accomplishments.** Continued Prevention Platform development to improve efficiency and response time of the platform in developing and optimizing medical countermeasures against novel threats.

### 6) Plague Monoclonal Antibodies (PLG MAB)

**FY2027 planned work.** Complete phase 1a patient follow ups. Transition data products to Rapid Access to Products in Development. Initiate transition of products for potential further clinical evaluation to expand the safety database for use in an emergency situation.

**FY2026 to FY2027 change.** Program/project is entering completion and all activities will be closed. Decrease due to program entering last year of effort, executing wrap up activities and program close out.

**FY2026 plans — current year.** Complete the Phase 1 Clinical study and initiate the Phase 1b study.

**FY2025 accomplishments.** Completed and delivered 5,000-10,000 phase 2 compliant doses of PLG MAB product for use in an emergency. Obtained Investigational New Drug filing from Food and Drug Administration to initiate phase 1 clinical trial to evaluate safety. Initiated phase 1 clinical trial.

### 2) Biological Containment Isolation System - Enhanced Biological Defense (BCIS-ENBD)

**FY2026 to FY2027 change.** BCIS-ENBD will transition from a Major Capability Acquisition (MCA) to a Middle Tier Acquisition (MTA) program in 3Q FY 2026 pending approval.

**FY2026 plans — current year.** Complete activities to achieve successful Middle Tier of Acquisition Rapid Prototyping (MTA-RP) decision in 3Q FY 2026.
