## Summary

This activity requests $547.8M in FY2027, 80% of project MD01, up 89% on FY2026. The R-2A exhibit describes it across FY2026–FY2027, including what the FY2027 money is planned to buy.

## What the FY2027 request buys

**FY2027 planned work.** - Continue integration and analysis with PWSA, MEO Track Custody, Geosynchronous Earth Orbit (GEO) Wide Field of View (WFOV) into experimental laboratories in support of risk reduction towards integration into the BOA software. - Deliver BOA software to operationalize updated raid performance to improve system throughput in mass raids with proliferated sensor constellations. - Begin development of BOA software to include PWSA, MEO Track Custody, GEO WFOV expanding the data sources available to BOA. - Continue capability development in support of Next Generation Interceptor (NGI) and limited data handling to ensure system resiliency across the NGI threat space. - Continue integration of GMD NGI to support GMD with BST, Sensor Resource Management, Battle Management, and System Level Discrimination for integration of new GMD interceptor or GMD engagements. - Continue development of Dim Upper Stage Track Enhancement software upgrades to incorporate raid performance for PWSA, MEO Track Custody, and GEO WFOV sensors. - Continue engineering, planning, and foundational upgrades to BOA/C2BMC to provide and report Engagement Quality data in support of the regional Aegis Glide Phase Interceptor capability. - Initiate integration of Cruise Missiles Indications & Warning capability into BOA to provide Cruise Missile early warning to additional consumers. - Initiate Airborne Moving Target Indication (AMTI) characterization and experimentation into experimental laboratories for prototyping and risk reduction to accelerate future capability delivery. - Initiate Missile Defense System-Next requirements verification, expanded data handling, prototyping, and acceleration of model-based system engineering (MBSE) implementation supporting MDS development efforts. - Initiate Cryptographic Modernization effort in support of Department of War CIO-directed Cyber Test order. - Implement state-of-the-art enterprise-wide software engineering standards, best practices, and secure coding guidelines. - Fully operationalize software integration centers providing centralized Continuous Integration/Continuous Delivery pipelines and secure cloud development environments to all agency programs. - Deploy, manage, and sustain the common software toolchain, including automated testing, integrated cybersecurity scanning, and artifact management. - Implement a workforce training and certification program to accelerate the adoption of modern, secure software development practices across the enterprise. - Establish Key Performance Indicators and a metrics dashboard to measure and report on improvements in software delivery performance, quality, and security. - Initiate SWiC effort that enables rapid delivery, continuous improvement, and sustained operation of mission software through secure, accredited cloud environments. - Continues development, demonstration, and fielding of an initial post intercept debris exploitation capability to provide actionable information for a follow-on engagement. - Integrate Mission Partner Sensors by AOR into Missile Defense System-Next to increase situational awareness while providing engagement quality data. - Initiate prototype development and demonstration of AI/ML to enhance object classification and engagement coordination capabilities.

**FY2026 to FY2027 change.** Increase from FY 2026 to FY 2027 provides for the integration of Cruise Missiles Indications & Warning capability into BOA and C2BMC; AMTI characterization and experimentation, enhanced object classification and engagement coordination into experimental laboratories; expanded data handling, prototyping, and acceleration of MBSE; Cryptographic Modernization; the establishment of the Missile Defense System-Next SwECoP to centralize, standardize, and accelerate all enterprise software development; initial SWiC efforts; and the development of BOA software for PWSA, MEO Track Custody, and GEO WFOV; integration of Mission Partner Sensors by AOR ; continued development, demonstration, and fielding of an initial post intercept debris exploitation capability.

## Before the request year

**FY2026 plans — current year.** - Initial integration with Proliferated Warfighter Space Architecture (PWSA) into experimental laboratories. - Begin testing BOA software in preparation of operationalizing with incorporated updated raid performance for development efforts. - Begin integration of GMD Next Generation Interceptor to support GMD with BST, Sensor Resource Management, Battle Management, and System Level Discrimination to support integration of new GMD interceptor or GMD engagements. - Provide capability development in support of Next Generation Interceptor and limited data handling. - Initial development of Dim Upper Stage Track Enhancement software upgrades to incorporate raid performance and PWSA/ Medium Earth Orbit (MEO) sensors. - Begin CIMI architecture testing to include Federated Model with analysis to support associated fielding decisions. - Initiate the deployment of CIMI hardware, network and configuration conducive for major deployments at operational mission site to provide automation, scalability, agility, security and redundancy with fielding of mission node replacements at both Missile Defense Integration and Operations Center and Cheyenne Mountain Space Force Station. - Begin upgrade for BOA/C2BMC to support regional Aegis Glide Phase Interceptor capability. - Begin initial engineering, planning, and foundational upgrades to BOA/C2BMC to support acceleration of regional Aegis Glide Phase Interceptor capability. - Provide BOA and C2BMC algorithm development and prototyping for low latency tracks in support of regional Glide Phase Interceptor Hypersonic Defense efforts. - Provide software processing improvements to enable low latency fire control tracking. - Purchase materials to support needed BOA and C2BMC upgrades to support hypersonic defense and Glide Phase Interceptor fire control tracking. - Provide software in support of Ground Test Distributed - 13 in order to support an OPIR Capabilities Lab decision. - Initiate initial development phase of post intercept debris identification, mitigation, and exploitation (DIME) minimum viable product and integrate into the C2BMC system. Congressional Add: Debris identification, mitigation, and exploitation (DME) ($6.0 million) - Develops an initial post intercept debris exploitation capability to provide actionable information for a follow-on engagement. - Supports MDA and the warfighter for layered missile defense architectures (strategic and regional). - Provides actionable information to the warfighter throughout the engagement. - Helps the warfighter understand success/failure of each engagement and identification/tracking of post intercept debris.
