FY2027 planned work

The CWP will select and incrementally fund 6-10 collaborative RDT&E projects during the FY 2027 selection cycle that support the 2026 National Defense Strategy, Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)) priority technology areas, and coalition warfighter needs. FY 2027 funding will continue be used to incrementally fund executing projects selected in previous nomination cycles that are bound by government-to-government international agreements.

The CWP selected and will incrementally fund 9 collaborative RDT&E projects during the FY 2026 selection cycle that support the 2026 National Defense Strategy and Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)) technology priority areas of Applied Artificial Intelligence, Biomanufacturing, Contested Logistics Technology, Quantum and Battlefield Information Dominance, Scaled Hypersonics, and Scaled Directed Energy+; and coalition warfighter needs. FY 2026 funding will continue be used to incrementally fund executing projects selected in previous nomination cycles that are bound by government-to-government international agreements. CWP projects that have been selected and will receive incremental funding starting in FY 2026 are: • Develop a Conformal Anthropomorphic Body Armor (CABA) to provide optimum ballistic protection and improve warfighter mobility and survivability - Conformal Anthropomorphic Body Armor (CABA) (US Navy) • Advance Artificial Intelligence-assisted tactical control transfer (ToTC), command & control, and interoperability for binational autonomous uncrewed systems (UxS), ensuring seamless human-machine collaboration in coalition operations - Combined Robotics Squad Technology (CROST) (US Army) • Enable the world’s first daytime-quantum downlink for quantum-communication superiority by demonstrating long-range Quantum Information (QI) sharing between partner ground terminals and a quantum-enabled satellite supporting distributed sensing, timing, and computing – Daytime Quantum Downlink (DAYTIME QUANTUM DOWNLINK) (US Air Force) • Advance electromagnetic silencing technologies for submarine stealth applications to assure access in contested waters and reduce risk to force and mission posed by mines and tripwires - Advanced Electromagnetic Silencing for Submarine Applications (EM-SILENCING) (US Navy) • Develop a networked, autonomous, and resilient system to detect, track, identify, and defeat swarms using Artificial Intelligence and Mission Autonomy Enabled Fire Control that can be utilized by any command and control or weapon system - Networked Autonomous & Resilient Counter-Swarming (NARCS) (US Army) • Address readiness challenges across the P8 Poseidon fleet posed by the obsolescence of APY-10 radar components by upgrading to the SAFARI Multi-Function Aperture (MFA) full polarimetric Active Electronically Scanned Array (AESA) Software Defined Radio (SDR) Radar - Special Aperture Full Array Radar Integration (SAFARI) (US Navy) • Prototype a tactical decision aid for automated seabed change detection supporting Subsea and Seabed Warfare, Naval Mine Countermeasures, and Intelligence, Surveillance, and Reconnaissance missions - Seabed Warfare Tactical Decision Aid (SEA TAC) (US Navy) • Develop an integrated software package for atmospheric correction and spectral unmixing of satellite and airborne hyperspectral data, enabling defeat of camouflage and sub-pixel target detection - Satellite Hyperspectral Imagery (HSI) of Camouflage (SHOC) (US Air Force) • Develop and test acoustic detection and engagement of uncrewed underwater vehicles in a mixed-use harbor with a complex soundscape - Soundscapes for Operational Naval Acoustic Threat Analysis in Harbor Defense Scenarios (SONATA IN HDS) (US Navy)

FY2025 accomplishments

FY 2025 funding will continue to be used to incrementally fund executing projects selected in previous nomination cycles that are bound by government-to-government international agreements. CWP projects that have started executing and receiving incremental funding in FY 2025 are: • Develop and test prototype space environment sensors and tools for common Space Situational Awareness picture enabling a neighborhood watch capability for space attack assessment (COMMON SSA) (US Air Force) • Confirm the transition performance (boost to ramjet operation burn, “B2B”) of a liquid-fueled integral rocket ramjet in full-scale ground experimentation – THRESHER Boost To Burn (THRESHER B2B) (US Air Force) • Develop a Fire and Forget (F&F) Counter Fire and Forget Fast In-shore Attack Craft (FIAC) swarm Modeling and Analysis (M&A) capability to support follow-on war gaming and at sea experimentations activities - Counter Fire and Forget Fast In-shore Attack Craft (FIAC) Swarm Modeling and Performance Analysis (COUNTER FIAC) (US Navy) • Create software that will autonomously detect, characterize, identify causation, and recover from a satellite fault - Reactive to the Environment for Longevity of EXperiments (REFLEX) (US Air Force) • Develop an autonomous sensor emplacement capability for persistent indoor surveillance - Remote Indoor Surveillance via drone-Emplaced Sensors (RISES) (US Army) • Develop and test structural steel prototypes that exhibit non-magnetic and self-damping characteristics and achieve high-yield and tensile strength for DoD structural applications - Structural Non-Magnetic and Damping Steels for Current and Future Applications (SELF-DAMPING STRUCTURES) (US Navy) • Evaluate Compliance Monitoring Devices (CMDs) needed to assess ballast water management system (BWMS) operations and to subsequently provide recommendations/limitations for current technologies and technical recommendations for next-generation units - Ballast Compliance Monitoring Devices (BCMD) (US Navy) • Test & field advanced aircraft survivability equipment & innovative dispense techniques to defeat emerging threats - Countermeasures Dispenser System and Air Expendable Countermeasures (CMDs & AECM) (US Navy) • Develop and demonstrate a system of systems to detect, identify, track and defeat potential kinetic and non-kinetic Unmanned Aerial Systems (UAS) threats - Mitigation of Unmanned Aircraft System/Swarms (MUAS) (US Air Force)
