What the FY2027 request buys

Verbatim from the R-2A exhibit for project 093 of PE 0603941D8Z. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

In FY 2027, EWT will continue to develop and transition test technologies to improve simulated EW environments and secure test facilities, and enhance the scale and efficiency of EW testing in large-scale, open-air exercises and events. Highlights include: - Increase realistic target availability for missile testing to include replacement of aging high speed targets and acquisition of airborne targets capable of presenting realistic collaborative and electromagnetic threat environments - Evolve class-representative, multi-threat, software-defined, domestic emitter technology - Introduce cognitive EW leveraging artificial intelligence - Progress on foundation upgrades of test facilities and laboratories - Integrate and upgrade new aircraft instrumentation systems

FY2026 to FY2027 change

The majority of the $305.490 million increase from FY 2026 to FY 2027 will support additional realistic target availability for missile testing. The increase will also support the continuation on previously delayed class representative, multi-threat, software-defined representation of modern threat radars, improve spectrum coverage and the ability to transmit classified threat signals in secure facilities, and integrate expanded capabilities across existing ranges to enable larger, more realistic, and more complex test environments.

FY2025–FY2026: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

In FY 2026, EWT will continues to develop test technologies to improve simulated EW environments and secure test facilities, and enhance the scale and efficiency of EW testing in large-scale, open-air exercises and events. Highlights include: - Investments in technologies related to Cognitive EW, Cognitive Radar, and EW sensors that feed Artificial Intelligence uses of EW data - Improve Ground EW systems and cUAS EW testing - Efforts in infrared scene projection for sensor and seeker testing - Address scene generation for both EO and RF sensors and seeker testing

FY2025 accomplishments

In FY25, EWT will continue developing test technologies to improve simulated EW environments and secure test facilities, and enhance the scale and efficiency of EW testing in large-scale, open-air exercises and events. Highlights include: - Investments in technologies related to Cognitive EW, Cognitive Radar, and EW sensors that feed Artificial Intelligence uses of EW data - Improve Ground EW systems and cUAS EW testing - Efforts in infrared scene projection for sensor and seeker testing - Address scene generation for both EO and RF sensors and seeker testing - Improve motors for flight motion simulator performance - Improve airborne jammer simulation - Address simulation of many-on-many EA environment

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 100% of project 093's FY2027 request and 8.5% of PE 0603941D8Z's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
