What the FY2027 request buys

Verbatim from the R-2A exhibit for project 096 of PE 0603941D8Z. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

In FY 2027, C4T will continue to mature technologies for testing next generation resilient, survivable, federated networks and information systems (information superiority). Highlights include: - Establish and standardize new test locations for drone dominance, directed energy, and EW/spectrum testing, leveraging existing DoW and non-DoW ranges - Improve the network defense capabilities at non-traditional test locations, university test sites, and industry test sites - Establish long-range fires experimentation capability by deploying data collection nodes to support kill-chain assessments during live experiments - Develop low cost, attritable threats to exercise long-range fires kill chain demonstrations - Continue technology development in Big Data Analytics to gain knowledge from massive amounts of structured and unstructured data collected over a single test - Expand capability to assess system performance over the acquisition lifecycle

FY2026 to FY2027 change

The $740.98 million increase from FY 2026 to FY 2027 will support establishing new test locations for drone dominance, directed energy, and EW/spectrum testing; improving cyber defense capabilities at non-traditional test, university, and industry test sites; and establishing long-range fires experimentation capability by deploying data collection nodes to support kill-chain assessments during live experiments.

FY2025–FY2026: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

In FY 2026, C4T continues to mature technologies for testing next generation resilient, survivable, federated networks and information systems (information superiority). Highlights include: - Continue supporting C2 analysis in multi-domain environments and investigate the increased use of test automation utilizing virtualization and cloud environments - Continue developing technologies to support a test, training, and experimentation continuum for all aspects of multi-domain operations

FY2025 accomplishments

In FY25, C4T will initiate transition of advanced big data analytics technologies to support rapid data-to-decisions across complex and distributed warfighter systems environments and in support of each warfighter platform’s acquisition lifecycle. C4T will also continue investments in technologies for testing next generation resilient, survivable, federated networks and information systems (information superiority). Highlights include: - Support C2 Analysis in Multi-Domain Environments and investigate the increased use of test automation utilizing virtualization and cloud environments - Develop technologies to support a test, training, and experimentation continuum for all aspects of multi-domain operations - Investigate increased use of live and simulated test participants using test environment driven M&S validation techniques

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 100% of project 096's FY2027 request and 20% of PE 0603941D8Z's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
