FY 2027 STE-SW (TSS/TMT and NGC) funding will continue to focus on the Army's priorities for acceleration of NGC Corps capability to include continuous improvements and development of virtual and constructive capability in FY 2027 per Army directive. Funding supports STE-SW development of iterative incremental capability, testing and capability releases to accelerate NGC Corps capabilities. NGC will support key training exercises, including Warfighter Exercise (WFX) 27-1 and 27-3. In addition, NGC will support over 30 Division and Corps-level warfighting training events along with more than 50 Combat Training Centers (CTCs) and Home-station training events, ensuring comprehensive readiness across all echelons. Finally, STE-SW will continue to maintain concurrency with Reconfigurable Virtual Collective Trainer (RVCT) and integration of Avionics Software Emulation (AvSE).Continued development and testing will focus on the following areas: --NGC Sustainment Modeling and Simulation: Model the Sustainment WfF with sufficient detail to drive staff sustainment planning processes. -- NGC Intelligence and Electronic Warfare: model jamming attacks on Radars, Precision Munitions, Unmanned Systems, and IEDs. The intelligence model generate intelligence reports from sensors attached to designated platforms in the simulation. -- NGC Maneuver/Fires/Protection: Model movement and maneuver to ensure that the simulation environment accurately simulates unit movement across varied terrain, considering speed, obstacles, weather conditions, and logistical constraints. Model direct and indirect fire support, encompassing various weapon systems and effects. Model protection protective measures, and their effectiveness against various threats. Develop semi-autonomous intelligent friendly forces (BLUFOR) and Opposing Forces (OPFOR) capable of training Large Scale Combat Operations in support of training Offensive, Defensive and Stability Operations. Develops appropriate doctrine at scenario specific levels of proficiency, adapting to BLUFOR/OPFOR behaviors, and reducing exercise overhead in comparison to human run BLUFOR/OPFOR. Develop simulation capable of depicting current and anticipated threat methods implementing threat methods to drive decisions, adaptations, and training effect for units. --NGC Core Services (Formally Known As [FKA] Software Development): Iterative development, test, and delivery of capability through agile software development includes Corps level scalability, and cloud-based home station availability. Supports Planning, Preparation, Execution, and Assessment of training events. Additionally, provides ability to ingest authoritative data sources, common models, select joint data and interoperability standards, and system architecture. Provide intuitive tools for user creation and editing of constructive models (to include run-time editing). Create a process for rapid and cost-effective addition of emergent capabilities. NGC will develop constructive specific simulation capabilities used to train Commanders and their staff. -- NGC Cyber and Space Operations: Model space effects warfighting function to provide space-based electronics warfare including communications; position, navigation, and timing (PNT); GPS spoofing/jamming; and other space-based effects. -- NGC Information Operations: provide intelligence through various open-source platforms, impacting will to fight and protects friendly forces through cyber security, operations security, and counter propaganda. This also includes shaping the environment through political, military, economic, social, information, infrastructure, physical environment, and time (PMESII-PT). --NGC Test and Integration: Plans and conducts SW verification/validation testing, integrated system tests, and supports external T&E events. Integrate OWT/service/agency specific simulations and Command and Control Information Systems (C2IS) enabling sharing data as required to establish a common operating picture and meets joint training objectives. Integrate force structure data , parametric information, associated behaviors, and space effects from Joint simulations. NGC will continue to integrate newly developed geospatial and terrain-based capabilities to support multi-domain operations (MDO) for WFX 27-1 and 27-3. NGC will continue integration with Next Generation Command and Control (NGC2) to ensure seamless functionality between the Army's constructive training capability and the Army's Command and Control modernization effort. -- NGC Cloud services: supports the Army's cloud strategy to eliminate hardware, supports enterprise cross-domain solution, home-station availability and distributed collective training to the point of need. NGC will continue to expand and test its cloud infrastructure and host a production environment capable of supporting over 100 Warfighters, CTCs and Home-station exercises at scale. --NGC Software Maintenance: Supports cybersecurity updates to boost cybersecurity posture and fix vulnerabilities, software bug fixes to resolve reported issues of deployed software, vendor application interoperability changes to support minor improvements to enable applications to interface with each other and help desk support to fielded software. -- NGC Cybersecurity: enables adaptive incremental improvements for countering advances in adversary capabilities and newly identified vulnerabilities to maintain an operationally relevant cyber risk posture. --TSS/TMT Software Development: TSS continues development and integration of core virtual gaming capabilities with NGC to be managed over the Enterprise Network, and exchange data in a secure manner to enhance effectiveness of training. TMT continues development of exercise design and execution tools for all echelons battalion and below for collective training that supports Army Operations Process.
FY 2027 Funding increase: STE -SW (TSS/TMT & NGC): Funding increase will expedite development and delivery of NGC capabilities across all warfighting functions and multidomain effects. This includes develop and integration of intelligence data feeds to simulate information from various sources, including satellite collections, radar systems, aircraft, and human intelligence. This allows the system to create a realistic and comprehensive picture of the operational environment within a controlled, constructive setting, enabling commanders to refine their decision-making processes through readiness training utilizing a 'real world' simulated constructive intelligence operations training capability. NGC will develop, integrate, and test capabilities to model electronic warfare, space operations (i.e. satellite jamming), and cyber operations. FY 2027 increase will support cloud capacity and cloud integration management.

Funding supports the TSS/TMT continued development of iterative incremental capability, testing and capability releases to enhance live and virtual training and build core services in support of Next Generation Constructive (NGC) acceleration. Continued development and testing will focus in the following areas: -- Architecture: continue with the development of a scalable/flexible Modular Open System Approach (MOSA) architecture and Platform Development Kit (PDK). Continue development of open/common interface to support technology insertion and interoperability with STE programs. Development and support of the core architecture and services to support the SVT and LTS use cases. -- TMT: continue with the development of the user interfaces that will enable Commanders and Leaders at the Soldier/Squad through ASCC echelons to Plan, Prepare, Execute and Assess (PPEA) training exercises/scenarios. Integrate new Authoritative Data Sources (ADS) and initiate development of intelligent tutoring system to simplify and streamline the PPEA process. Continue development of the enterprise management capability to enable equipment and software health monitoring, remote software patching, remote Risk Management Framework compliance audits. -- TSS: continue development of STE core- services to enable all elements of live, virtual, and constructive to execute PPEA from Soldier/Squad (sq) to ASCC. -- Integration: Continue the integration of TSS, TMT, OWT, RVCT-Air, RVCT-Ground, RVCT-Soldier, Avionics Software Emulation (AvSE), Mission Command Information Systems (MCIS), and Live, Virtual, Constructive - Integration Architecture (LVC-IA) programs. Continues integration of LTS and SVT core services into the STE-SW core. -- Test/Evaluation: Conduct evaluation of the STE-SW capability releases through technical assessments, Soldier Touch Points, test planning events, and Operational Assessments/Demonstration. -- Continue the implementation of the Development, Security, and Operations (DevSecOps) process and the Continuous Integration/Continuous Delivery (CI/CD) software production pipeline. Extend the DevSecOps environment to the other STE programs. -- Continue development and integration of AvSE with STE software baseline to ensure that the RVCT-Air capability is concurrent with Aviation platform systems. -- Continue development and integration of Common Software Libraries (CSL) with the STE software baseline to ensure that the RVCT-Ground capability is concurrent with Ground platform systems. -- Continue enhancing the STE software baseline based on Soldier feedback collected at Soldier Touch Points, Operational Assessments/Demonstrations, and other test events. --TSS/TMT Core Services: initiate development of core services to enable all elements of live, virtual, and constructive to execute PPEA from Soldier/Squad to ASCC as compared to domain unique methods requirements in support of CSA directed acceleration of NGC Corps capabilities. -- NGC Capabilities: began development of capability requirements in support of CSA directed acceleration of NGC Corps WFX 27-1 --NGC Cloud Services: initiated the directed CSA NGC cloud-based solution with Enterprise Cloud Management Agency (ECMA) to reduce hardware footprint and enable future cross-domain solution for security classification. --NGC initiated the development of the Cyber domain to support Multi-Domain Operations (MDO).
