What the FY2027 request buys

Verbatim from the R-2A exhibit for project 232 of PE 0604125D8Z. This is the budget justification's own description of work that has not happened yet — the one thing no other level of the budget carries.

FY2027 planned work

Continue maturation of biomanufactured fibers for DoW specific applications.. Prototyping filter applications with successful candidate fibers.. Conduct technology/economic analyses of biomanufactured fibers and biomanufactured energetic precursor materials. Evaluation of biomanufactured fuel in new applications Perform pilot process optimization and produce biomaterials using mature precursor chemicals or materials and formulate final materials for biomanufactured products critical to DoW and the United States. Continue prototyping and early test and evaluation efforts for forward deployed biomanufacturing.

FY2026 to FY2027 change

The increase of $7.321 million between FY 2026 and FY 2027 is the net result of an increase of $12.550 million and a decrease of $5.229 million. The increase funds continued projects from FY 2026 and pilot process optimization projects for new bioindustrial manufacturing production lines and/or qualification of high technology readiness level products and the decrease in contract services is in direct support of Executive Order 14222 "Implementing the President's 'Department of Government Efficiency' Cost Efficiency Initiative," which prioritizes cost efficiency, transparency, and the consolidation of services. This measure represents a deliberate workforce optimization strategy designed to streamline resources while safeguarding against adverse impacts to modernization initiatives and overall mission effectiveness.

Before the request year

FY2025–FY2026: what came before

Prior-year accomplishments and current-year plans from the same exhibit. Context for the FY2027 plan, not a series — an activity partitions its project exactly in the request year, but can under-cover it in earlier years.

FY2026 plans — current year

In support of the Distributed Bioindustrial Manufacturing Program (DBIMP), continue maturation of biomanufactured fibers for DoW specific applications using qualification testing and prototyping for relevant environments. Complete first tier of qualification testing for the biomanufactured fiber. Initiate prototyping efforts for biomanufactured elastomers. Formulate biomanufactured energetic precursors and produce material necessary for qualification. Perform pilot process optimization and produce biomaterials using mature precursor chemicals or materials and formulate final materials for biomanufactured products critical to DoW and the United States. This effort includes military specification and conformance testing. Promising candidate molecules and materials selected in FY 2025 will become qualification projects in FY 2026. Initiate additive manufacturing efforts with biomanufactured filament. The program will conduct feasibility assessments for bioindustrial manufacturing prototypes for low resource environments important to the DoW mission.

FY2025 accomplishments

Conduct bioindustrial initial pilot or production scale batches of candidate molecules to prove capability to produce material for military needs. Prepare test batches to facilitate technology transfer of products to available industrial scale facilities and develop downstream processing techniques supporting production at scale. Develop and apply initial standard operating procedures (SOP) for at scale production. Conduct test and evaluation to validate and prove processes used.

Three years, and no five-year plan

An R-2A activity publishes the prior year, the current year and the budget year. The FYDP outyears exist at project and program-element level and are deliberately absent here rather than inferred. Estimate types are colored and never summed into one figure.

This activity is 100% of project 232's FY2027 request and 100% of PE 0604125D8Z's. In the request year the activities under a project sum to it exactly; in the current year they under-cover it in about 9% of cases, so an activity's delta can legitimately exceed its parent's and the two must not be compared row to row.
